N\u00eb dhjetor 2021 dhe prill 2022, Prokuroria Speciale vendosi n\u00ebn sekuestro kompanit\u00eb \u201cAlbtek Energy\u201d t\u00eb Stela Gugalljas dhe \u201cIntegrated Technology Service\u201d t\u00eb Klodian Zotos, t\u00eb cilat zot\u00ebrojn\u00eb kontratat koncesionare t\u00eb incenerator\u00ebve n\u00eb Elbasan dhe Fier.<\/p>\n
Megjithat\u00eb, t\u00eb pakt\u00ebn 4 kompani t\u00eb tjera, t\u00eb lidhura ngusht\u00eb me afer\u00ebn e incenerator\u00ebve dhe ku jan\u00eb aksioner\u00eb Gugallja dhe Zoto, vijojn\u00eb t\u00eb jen\u00eb aktive. Kompania \u201cZoto Consulting\u201d \u00ebsht\u00eb ende e pashqet\u00ebsuar nga hetimet e SPAK-ut. Zyra e konsulenc\u00ebs e Klodian Zotos rezulton se ka p\u00ebrfituar mbi 750 milion\u00eb lek\u00eb t\u00eb vjetra ose rreth 700 mij\u00eb euro nga kompanit\u00eb q\u00eb zot\u00ebrojn\u00eb koncesionet e landfilleve n\u00eb Elbasan, Fier dhe Tiran\u00eb. Zyra e Konsulenc\u00ebs \u201cConsulting SE Partneres\u201d, e zot\u00ebruar n\u00eb 80 p\u00ebrqind nga Stela Gugallja, vijon t\u00eb jet\u00eb e paprekur nga hetimet e Prokuroris\u00eb Speciale. Kjo zyr\u00eb rezulton t\u00eb ket\u00eb p\u00ebrfituar rreth 700 milion\u00eb lek\u00eb t\u00eb vjetra nga impiantet e mbetjeve n\u00eb Fier dhe Tiran\u00eb. \u00a0Kompania \u201cE.R One Albania\u201d \u00ebsht\u00eb e p\u00ebrfshir\u00eb n\u00eb veprimtarin\u00eb financiare t\u00eb koncesionar\u00ebve t\u00eb mbetjeve urbane. Stela Gugallja zot\u00ebron 40 p\u00ebrqind t\u00eb aksioneve t\u00eb saj dhe administrator \u00ebsht\u00eb Mirel M\u00ebrtiri, i konsideruar edhe si \u201cnjeriu-hije\u201d i incenerator\u00ebve.
