Ekzistojn\u00eb manuale t\u00eb t\u00ebra globale q\u00eb flasin p\u00ebr mir\u00ebmenaxhimin e fondeve t\u00eb taksapaguesve.<\/p>\n<p>Ve\u00e7an\u00ebrisht n\u00eb vendet me t\u00eb ardhura dhe kapacitet t\u00eb ul\u00ebt, buxhetet komb\u00ebtare b\u00ebhen t\u00eb v\u00ebshtira p\u00ebr t\u2019u menaxhuar n\u00eb m\u00ebnyr\u00eb eficiente, pavar\u00ebsisht q\u00ebllimit. <\/p>\n<p>Shqip\u00ebria hyn n\u00eb vendet me buxhetin nd\u00ebr m\u00eb t\u00eb ul\u00ebtit n\u00eb Europ\u00eb, me shpenzimet q\u00eb jan\u00eb sa 30% e Prodhimit t\u00eb Brendsh\u00ebm Bruto (PBB), nga rreth 40% q\u00eb \u00ebsht\u00eb mesatarja europiane, e diktuar nga t\u00eb ardhurat e ul\u00ebta, q\u00eb nuk i kan\u00eb kaluar ndonj\u00ebher\u00eb 28% t\u00eb PBB-s\u00eb.<\/p>\n<p>Si i till\u00eb, fokusi i buxhetit duhet t\u00eb jet\u00eb kontrolli fiskal q\u00eb t\u00eb mb\u00ebshtes\u00eb stabilitetin makroekonomik, reduktimin e rreziqeve, rritjen e eficienc\u00ebs s\u00eb shpenzimeve, me synim p\u00ebrmir\u00ebsimin e mir\u00ebqenies dhe uljen e varf\u00ebris\u00eb.<\/p>\n<p>Por kjo kontrat\u00eb sociale nuk duket se ka gjetur drejt\u00ebsi. Q\u00eb nga viti 2017 deri n\u00eb 2024, buxheti ka paguar dhe pritet t\u00eb paguaj\u00eb (p\u00ebrfshir\u00eb vitin e ardhsh\u00ebm) 86 miliard\u00eb lek\u00eb (rreth 800 milion\u00eb euro) p\u00ebr 12 kontrata koncesionare t\u00eb tipit t\u00eb Partneritetit Publik-Privat (PPP).<\/p>\n<p>P\u00ebr gjasht\u00eb nga k\u00ebto kontrata \u00ebsht\u00eb hapur hetimi nga Nj\u00ebsia e Posa\u00e7me Antikorrupsion (SPAK), me akuza p\u00ebr korrupsion, shp\u00ebrdorim detyre, pastrimi i produkteve t\u00eb vepr\u00ebs penale, ku \u00ebsht\u00eb provuar se jan\u00eb shp\u00ebrdoruar parat\u00eb e buxhetit.<\/p>\n<p>Vlera totale e k\u00ebtyre 6 koncesioneve p\u00ebr periudh\u00ebn 2017-2024 \u00ebsht\u00eb gati 40 miliard\u00eb lek\u00eb, q\u00eb \u00ebsht\u00eb mesatarisht sa gjysma e buxhetit t\u00eb investimeve kapitale n\u00eb nj\u00eb vit.<\/p>\n<p>Nga kjo shum\u00eb, rreth 25 miliard\u00eb lek\u00eb jan\u00eb vet\u00ebm koncesionet e sh\u00ebndet\u00ebsis\u00eb, q\u00eb do t\u00eb ishin t\u00eb mjaftueshme p\u00ebr t\u00eb nd\u00ebrtuar 4-5 spitale t\u00eb reja.<\/p>\n<p>Ndon\u00ebse SPAK \u00ebsht\u00eb n\u00eb veprim, pagesat p\u00ebr PPP-t\u00eb jan\u00eb n\u00eb rritje me 9.3% n\u00eb buxhetin e 2024. Nuk ka nj\u00eb \u201cfajtor\u201d as p\u00ebr vendimet e gabuara, q\u00eb kan\u00eb \u00e7uar n\u00eb nj\u00eb fatur\u00eb prej 195 milion\u00eb eurosh (kjo \u00ebsht\u00eb vet\u00ebm shuma e pranuar nga financat) p\u00ebr d\u00ebmshp\u00ebrblimet ndaj vendimeve t\u00eb Gjykat\u00ebs s\u00eb t\u00eb Drejtave t\u00eb Njeriut n\u00eb Strasburg (GJEDNJ) dhe Gjykat\u00ebs s\u00eb Arbitrazhit.<\/p>\n<p>Vendi nuk e ka m\u00eb luksin t\u00eb p\u00ebrballoj\u00eb koston q\u00eb vjen nga drejt\u00ebsia e munguar. N\u00eb 2021-2022, buxheti i shtetit u \u201cfry\u201d nga efekti i rritjes s\u00eb \u00e7mimeve, q\u00eb mund\u00ebsoi marrjen e m\u00eb shum\u00eb taksave mbi mallrat e konsumit dhe fitimet e larta t\u00eb kompanive energjetike, t\u00eb ndikuara nga shtrenjtimi i \u00e7mimeve n\u00eb bursa.<\/p>\n<p>Por, k\u00ebta dy faktor\u00eb nuk pritet t\u00eb veprojn\u00eb m\u00eb n\u00eb vitin n\u00eb vijim. Turizmi ishte nj\u00eb tjet\u00ebr stimul i ekonomis\u00eb \u2013 q\u00eb p\u00ebr fat t\u00eb mir\u00eb amortizoi r\u00ebnien e konsumit nga emigrimi i lart\u00eb \u2013 por q\u00eb vepron sezonalisht, duke e l\u00ebn\u00eb zbuluar p\u00ebr muajt n\u00eb vijim, deri n\u00eb rikthimin masiv t\u00eb tyre.<\/p>\n<p>Sinjalet e biznesit n\u00eb anket\u00ebn e fundit t\u00eb besimit, t\u00eb publikuara nga Banka e Shqip\u00ebris\u00eb, ishin p\u00ebr r\u00ebnie t\u00eb shitjeve dhe t\u00eb porosive, madje edhe p\u00ebr nd\u00ebrtimin, q\u00eb ka p\u00ebrjetuar nj\u00eb lul\u00ebzim t\u00eb v\u00ebrtet\u00eb vitet e fundit.<\/p>\n<p>T\u00eb ardhurat buxhetore n\u00eb shtator ishin negative, t\u00eb indeksuara me inflacionin dhe rritjen ekonomike. Edhe vet\u00eb financat, n\u00eb vitin 2024, presin t\u00eb ardhura reale 0.4 pik\u00eb p\u00ebrqindje m\u00eb t\u00eb ul\u00ebta n\u00eb raport me PBB-n\u00eb (27.7% e PBB-s\u00eb). <\/p>\n<p>N\u00eb kahun tjet\u00ebr, edhe politika monetare do t\u00eb vijoj\u00eb t\u00eb mbetet e shtr\u00ebnguar. Banka e Shqip\u00ebris\u00eb rriti norm\u00ebn baz\u00eb p\u00ebr t\u00eb gjasht\u00ebn her\u00eb n\u00eb dy vjet, duke e \u00e7uar n\u00eb 3.25% s\u00eb fundmi, si nj\u00eb mekaniz\u00ebm p\u00ebr t\u00eb luftuar inflacionin, q\u00eb vijon t\u00eb mbetet i lart\u00eb.<\/p>\n<p>Ndryshe nga viti i kaluar, kur \u00e7mimet u \u201cfryn\u00eb\u201d nga importi, tashm\u00eb ato po ndikohen nga faktor\u00eb t\u00eb brendsh\u00ebm, si problemet strukturore t\u00eb ekonomis\u00eb me bujq\u00ebsi t\u00eb cunguar e konkurrueshm\u00ebri t\u00eb ul\u00ebt, dhe rritja administrative e pagave, e pashoq\u00ebruar me produktivitetin.<\/p>\n<p>Paralajm\u00ebrimi i guvernatorit \u00ebsht\u00eb q\u00eb tendenca shtr\u00ebnguese do t\u00eb vazhdoj\u00eb dhe FMN ka k\u00ebshilluar q\u00eb norma t\u00eb arrij\u00eb n\u00eb 4.5%, duke ndikuar n\u00eb shtrenjtimin e kostos s\u00eb paras\u00eb, q\u00eb do t\u00eb frenoj\u00eb investimet dhe kredimarrjen e bizneseve e individ\u00ebve, por dhe n\u00eb shtimin e kostove t\u00eb borxhit t\u00eb qeveris\u00eb. <\/p>\n<p>Deri tani, kontrata sociale mes qeveris\u00eb dhe taksapaguesve nuk \u00ebsht\u00eb zbatuar. Parat\u00eb jan\u00eb p\u00ebrdorur n\u00eb nj\u00eb pjes\u00eb t\u00eb konsiderueshme p\u00ebr projekte korruptive dhe prandaj, \u00e7do p\u00ebrpjekje p\u00ebr shtim taksash q\u00eb t\u00eb rritet buxheti ndihet m\u00eb shum\u00eb si represion fiskal, sepse n\u00eb kahun tjet\u00ebr, atij t\u00eb t\u00eb ardhurave, nuk po respektohet angazhimi social.
