Por harrohet se mungesa e transparenc\u00ebs ka tipe t\u00eb tjera kostosh, t\u00eb pamundura p\u00ebr t\u2019u llogaritur dhe matur n\u00eb terma ekonomik\u00eb, q\u00eb aq shum\u00eb do t\u2019u p\u00eblqenin shumic\u00ebs s\u00eb njer\u00ebzve pragmatiste; b\u00ebhet fjal\u00eb p\u00ebr koston politike dhe sociale q\u00eb sjell drejt\u00ebp\u00ebrdrejt mungesa e transparenc\u00ebs.<\/p>\n<p>Nj\u00eb sistem politik, me densitet t\u00eb lart\u00eb opak\u00ebsie dhe fsheht\u00ebsie, d\u00ebmton pik\u00ebrisht rr\u00ebnj\u00ebn e besimit q\u00eb lidh qytetar\u00ebt me institucionet. Mos-transparenca, me fjal\u00eb t\u00eb tjera, nuk hap vet\u00ebm hone e humnera n\u00eb bilancet publike t\u00eb qeveris\u00eb, por prodhon edhe nj\u00eb defi\u00e7it t\u00eb r\u00ebnd\u00eb demokracie.<\/p>\n<p>N\u00eb terma praktik\u00eb, kjo shfaqet n\u00eb falsifikimin e konkurueshm\u00ebris\u00eb elektorale, q\u00eb p\u00ebr demokracin\u00eb p\u00ebrb\u00ebn nj\u00eb mekaniz\u00ebm procedurial par exellence, nisur nga fakti se u siguron risurse shtes\u00eb, t\u00eb p\u00ebrkthyera n\u00eb nj\u00eb avantazh konkurues, pik\u00ebrisht m\u00eb pak t\u00eb ndershm\u00ebve, m\u00eb t\u00eb paskrupujve dhe m\u00eb t\u00eb pap\u00ebrgjegjshm\u00ebve, q\u00eb investojn\u00eb parat\u00eb e korruptimit n\u00eb nd\u00ebrtimin e rrjeteve t\u00eb shtrira t\u00eb klieelizmit. Arrihet n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb ruajtja dhe riciklimi i pushtetit t\u00eb paduksh\u00ebm, i cili\u00a0 q\u00ebndron gjithmon\u00eb n\u00eb loj\u00eb, i mbrojtur nga opak\u00ebsia e njohjes nga ana e publikut, p\u00ebr t\u00eb konfuzuar dhe mjegulluar k\u00ebshtu\u00a0 vazhdimisht gjith\u00eb sistemin shoq\u00ebror. Vet\u00ebm n\u00ebse shihet nga ky k\u00ebndv\u00ebshtrim, do t\u00eb kuptohet se b\u00ebhet fjal\u00eb p\u00ebr m\u00eb shum\u00eb se sa nj\u00eb defi\u00e7it demokratik.<\/p>\n<p>Gjendja n\u00eb t\u00eb cil\u00ebn ndodhet sot shkalla e transparenc\u00ebs s\u00eb veprimit politik n\u00eb Shqip\u00ebri \u00ebsht\u00eb alarmuese n\u00eb t\u00eb gjitha fushat e shtrirjes s\u00eb tij. Nga mosrealizimi i planeve t\u00eb parashikuara p\u00ebr doganat dhe tatimet, n\u00eb intervale t\u00eb gjat\u00eb kohore deri n\u00eb zhvillimin e her\u00eb pas hersh\u00ebm t\u00eb abuzimeve ekonomike, por edhe politike p\u00ebr mbrojtjen e segmenteve t\u00eb caktuara klienteliste, d\u00ebshmohet se fenomeni i pushtetit t\u00eb paduksh\u00ebm e ka mb\u00ebrthyer sot Shqip\u00ebrin\u00eb me fizionomi nga m\u00eb t\u00eb ndryshmet, n\u00eb \u00e7do pjes\u00eb e sektor t\u00eb jet\u00ebs s\u00eb vendit.<\/p>\n<p>Kjo shkall\u00eb e nd\u00ebrhyrjes kapilare t\u00eb k\u00ebtij pushteti ndikon edhe n\u00eb shkall\u00ebn e demokracis\u00eb son\u00eb. Pavar\u00ebsisht se mund t\u00eb mos duket n\u00eb pamjen e jashtme si e till\u00eb, ajo po shfaq nj\u00eb regres t\u00eb friksh\u00ebm.<\/p>\n<p>\u201cJeta e nj\u00eb shteti demokratik\u201d, shkruan Tilly n\u00eb vepr\u00ebn e vet \u201cDemokracia\u201d (2007), \u201cmund t\u00eb njoh\u00eb faza t\u00eb shpejta t\u00eb demokratizimit ose \u00e7demokratizimit, d.m.th. t\u00eb rritjes apo t\u00eb zvog\u00eblimit t\u00eb shkall\u00ebs t\u00eb transparenc\u00ebs s\u00eb veprimit n\u00eb publik t\u00eb politik\u00ebs\u201d.<\/p>\n<p>Sipas analiz\u00ebs s\u00eb b\u00ebr\u00eb m\u00eb sip\u00ebr, mund t\u00eb pohojm\u00eb se shoq\u00ebria jon\u00eb gjendet n\u00eb faz\u00ebn e \u00e7demokratizimit t\u00eb saj, ose duke perifrazuar shprehjen n\u00eb t\u00eb cil\u00ebn mbyllet libri i fundit q\u00eb n\u00eb 2011 shkroi nj\u00ebri nga filozof\u00ebt m\u00eb t\u00eb m\u00ebdhenj t\u00eb politik\u00ebs, irlandezi Peter Mair, pak p\u00ebrpara vdekjes, \u201cshoq\u00ebria jon\u00eb nuk \u00ebsht\u00eb demokratike, por pa qen\u00eb as antidemokratike\u201d.<\/p>\n<p>\u201cN\u00ebse \u00ebsht\u00eb e v\u00ebrtet\u00eb q\u00eb pushteti priret gjithmon\u00eb kah fshehjes\u201d shkruan Elias Canetti te kryevepra e tij \u201cTurmat dhe fuqia\u201d, \u201cat\u00ebher\u00eb transparenca \u00ebsht\u00eb nj\u00eb parim transformues (revolucionar do ta p\u00ebrcaktonte Bobbio), q\u00eb mund t\u00eb gjej\u00eb zbatim, qoft\u00eb edhe t\u00eb pjessh\u00ebm, vet\u00ebm n\u00ebp\u00ebrmjet nj\u00eb lufte politike dhe kulurore q\u00eb nuk ka kurr\u00eb pushim\u201d.<\/p>\n<p>K\u00ebtij pohimi duhet t\u2019i p\u00ebrbri vihet edhe fakti se shkalla e lart\u00eb e transparenc\u00ebs politike, e arritur n\u00ebp\u00ebr demokracit\u00eb m\u00eb t\u00eb konsoliduara t\u00eb Per\u00ebndimit, ka qen\u00eb fryt i nj\u00eb debati dhe ligj\u00ebrimi t\u00eb gjat\u00eb teorik dhe i betejave t\u00eb m\u00ebdha politike, q\u00eb kan\u00eb arritur t\u00eb vendosin m\u00eb n\u00eb fund parime e praktika qeverisjeje t\u00eb atilla q\u00eb t\u00eb sh\u00ebnojn\u00eb nj\u00eb inovacion t\u00eb thell\u00eb t\u00eb kultur\u00ebs politike dhe sistemeve institucionale t\u00eb k\u00ebtyre vendeve.<\/p>\n<p>\u201cJemi bij t\u00eb nj\u00eb race e cila mbetet apatike, e painteresuar dhe e painfluencuar brenda n\u00eb nj\u00eb bot\u00eb t\u00eb t\u00ebr\u00eb luft\u00ebrash ideale, brenda n\u00eb nj\u00eb pellg t\u00eb t\u00ebr\u00eb korentesh (rrymash) mendore\u201d, shkruante Merxhani q\u00eb n\u00eb artikullin e tij\u00a0 t\u00eb pare ne prag te viteve 30-t\u00eb. \u201cIzolimi shoq\u00ebror &#8211; mendor! Realiteti yn\u00eb a ka arritur tashm\u00eb ta ket\u00eb t\u00eb tij\u00ebn at\u00eb \u201cl\u00ebmin\u201d e l\u00ebruar shoq\u00ebroro-social q\u00eb k\u00ebrkonin filozof\u00ebt e neo-shqiptarizm\u00ebs? Apo vall\u00eb vazhdon t\u00eb l\u00ebr\u00eb t\u00eb derdhen mbi t\u00eb gjith\u00eb ato rrebeshe t\u00eb paralajm\u00ebrimeve dhe p\u00ebrvojave t\u00eb per\u00ebndimit dhe filozofis\u00eb politike bot\u00ebrore, pa i mbir\u00eb asnj\u00eb far\u00eb betej\u00eb e lufte idealesh p\u00ebr\u00a0 t\u00eb cilat sot kemi aq shum\u00eb nevoj\u00eb?<\/p>\n<p>N\u00eb \u00e7do shoq\u00ebri, n\u00eb \u00e7do faz\u00eb t\u00eb saj, duhet t\u00eb ket\u00eb nj\u00eb \u201c\u00e7far\u00eb\u201d (qoft\u00eb ky parim, l\u00ebvizje apo korniz\u00eb q\u00ebllimesh) p\u00ebr t\u00eb cil\u00ebn nj\u00eb shoq\u00ebri lufton e ekziston, e nj\u00eb tjet\u00ebr \u201c\u00e7far\u00eb\u201d p\u00ebr t\u00eb cil\u00ebn ajo shoq\u00ebri zhvillohet e p\u00ebrmbushet.<\/p>\n<p>Sot, kur vetvetja shqiptare ndjen t\u2019i rrezikohen rr\u00ebnj\u00ebt e demokracis\u00eb s\u00eb saj t\u00eb brisht\u00eb nga morali i molepsjes q\u00eb i jep pesha e r\u00ebnd\u00eb e oligarkis\u00eb dhe e pushtetit t\u00eb paduksh\u00ebm me gjith\u00eb rrjedhojat e saj, ajo \u201c\u00e7far\u00eb\u201d nuk ka se si t\u00eb mos jet\u00eb nj\u00eb betej\u00eb e t\u00ebr\u00ebsishme morale.<\/p>\n<p>\u201cDrita e diellit \u00ebsht\u00eb dezinfektuesi m\u00eb i mir\u00eb\u201d pat shkruar Lous Brandeis, n\u00eb nj\u00eb shprehje t\u00eb shnd\u00ebrruar m\u00eb pas n\u00eb emblematike. Ja, kjo duhet t\u00eb jet\u00eb beteja apo lufta jon\u00eb m\u00eb urgjente morale, kulturore, etike dhe politike, p\u00ebr t\u00eb nxjerr\u00eb n\u00eb drit\u00eb t\u00eb diellit \u00e7do ngjarje, apo veprim, \u00e7do sjellje apo q\u00ebndrim, q\u00eb nuk i shkon p\u00ebr ndesh forcimit dhe lart\u00ebsimit t\u00eb shkall\u00ebs s\u00eb transparenc\u00ebs s\u00eb veprimtaris\u00eb s\u00eb \u00e7do institucioni t\u00eb p\u00ebrve\u00e7\u00ebm n\u00eb t\u00ebr\u00ebsin\u00eb e shtetit dhe shoq\u00ebris\u00eb shqiptare.<\/p>\n<p>Vet\u00ebm k\u00ebshtu do t\u00eb krijohet baza nga ku mund t\u00eb nisemi p\u00ebr t\u00eb nd\u00ebrtuar gjith\u00e7ka t\u00eb mir\u00eb e t\u00eb q\u00ebndrueshme p\u00ebr t\u00eb cil\u00ebn \u00ebnd\u00ebrrojm\u00eb.<\/p>\n<p>Pa betej\u00ebn ideale t\u00eb fitimit t\u00eb transparenc\u00ebs q\u00eb duhet t\u00eb shqyej\u00eb qiellin e mbuluar me err\u00ebsir\u00ebn e apatis\u00eb son\u00eb proverbiale, nuk mund t\u00eb shpresohet p\u00ebr asnj\u00eb lloj ndryshimi ekonomik apo social, gj\u00ebra k\u00ebto konkrete e t\u00eb prekshme, t\u00eb vetmet q\u00eb mund t\u00eb na zgjojn\u00eb\u00a0 sadopak nga gjumi ku na \u00ebsht\u00eb fashitur nd\u00ebrgjegjja, \u201cK\u00ebto fjal\u00eb po i shkruaj me dhimbje e guxim.
