{"id":55947,"date":"2023-09-08T10:30:49","date_gmt":"2023-09-08T10:30:49","guid":{"rendered":"https:\/\/rdnews.al\/?p=55947"},"modified":"2023-09-08T10:45:10","modified_gmt":"2023-09-08T10:45:10","slug":"rruget-e-rames-me-probleme-per-qarkullimin-e-automjeteve-zhvatin-4-8-milione-euro-te-tjera","status":"publish","type":"post","link":"https:\/\/foltore.al\/index.php\/2023\/09\/08\/rruget-e-rames-me-probleme-per-qarkullimin-e-automjeteve-zhvatin-4-8-milione-euro-te-tjera\/","title":{"rendered":"Rrug\u00ebt e Ram\u00ebs me probleme p\u00ebr qarkullimin e automjeteve, zhvatin 4.8 milion\u00eb euro t\u00eb tjera"},"content":{"rendered":"<p>Fondi Shqiptar i Zhvillimit (FSHZH) synon t\u00eb nd\u00ebrhyj\u00eb n\u00eb kat\u00ebr rajone t\u00eb vendit q\u00eb kan\u00eb potencial turistik dhe ekonomik p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar gjendjen e akeseve t\u00eb rrug\u00ebve lokale.<\/p>\n<p>Dy kontrata t\u00eb prokuruara n\u00eb sistemin e Agjencis\u00eb s\u00eb Prokurimit Publik tashm\u00eb kan\u00eb dy emra kompanish t\u00eb njoftuara si fituese ku secila do t\u00eb mbuloj\u00eb dy rajone.<\/p>\n<p>Konkretisht FSHZH njoftoi se p\u00ebr kontrat\u00ebn \u201c\u201cNd\u00ebrhyrje p\u00ebr p\u00ebrmir\u00ebsimin e Strukturave mbrojt\u00ebse, veprave t\u00eb artit, Rajonet 1&amp;2\u201d me fond limit 375 milion\u00eb lek\u00eb \u00ebsht\u00eb shpallur fituese operatori ekonomik \u201cV\u00ebllez\u00ebrit Hysa\u201d me nj\u00eb ofert\u00eb 234 milion\u00eb lek\u00eb. Kjo ofert\u00eb \u00ebsht\u00eb sa 62.6 p\u00ebr qind e fondit limit. N\u00eb procedur\u00ebn e dyt\u00eb \u201cNd\u00ebrhyrje p\u00ebr p\u00ebrmir\u00ebsimin e Strukturave mbrojt\u00ebse, veprave t\u00eb artit, Rajonet 3&amp;4\u201d fituese \u00ebsht\u00eb shpallur kompania Alb Building.<\/p>\n<p>Oferta e k\u00ebsaj t\u00eb fundit ishte 292 milion\u00eb lek\u00eb apo sa 78 p\u00ebr qind e fondit limit t\u00eb v\u00ebn\u00eb n\u00eb dispozicion. N\u00eb total vlera e dy kontratave pa TVSH \u00ebsht\u00eb 527 milion\u00eb lek\u00eb apo rreth 4.8 milion\u00eb euro. Kontratat do t\u00eb ken\u00eb nj\u00eb afat zbatimi prej 24 muajsh dhe do t\u00eb shtrihen n\u00eb nj\u00ebsi t\u00eb ndryshme sipas nevoj\u00ebs q\u00eb konstatohet n\u00eb terren, t\u00eb pakt\u00ebn k\u00ebshtu specifikojn\u00eb dokumentet e Fondit Shqiptar t\u00eb Zhvillimit.<\/p>\n<p><em>\u201cNisur nga shqet\u00ebsimi i p\u00ebrfaq\u00ebsuesve t\u00eb Nj\u00ebsive t\u00eb Vet\u00ebqeverisjes Vendore (NjVV), FSHZH ka b\u00ebr\u00eb thirrjen p\u00ebr evidentimin n\u00eb terren dhe projektimin t\u00eb disa prej akseve rrugore, t\u00eb cilat jan\u00eb me problematik\u00eb p\u00ebr qarkullimin e automjeteve pothuajse gjat\u00eb gjith\u00eb periudh\u00ebs kohore, por kryesisht gjat\u00eb periudh\u00ebs me shira. Verifikimi n\u00eb terren do t\u00eb b\u00ebhet kryesisht p\u00ebr akset rrugore, t\u00eb cilat lidhin zona turistike q\u00eb kan\u00eb potencial p\u00ebr zhvillimin e ekonomis\u00eb, segmente rrugore n\u00eb zona rurale, kjo n\u00eb p\u00ebrputhje dhe komplementare me programet e zhvillimit lokal dhe rajonal.<\/em><\/p>\n<p><em>Pas evidentimit n\u00eb terren t\u00eb k\u00ebtyre akseve rrugore do t\u00eb p\u00ebrzgjidhen segmentet t\u00eb cilat paraqesin d\u00ebmtime t\u00eb shtresave rrugore, gjendja teknike e tyre \u00ebsht\u00eb jasht\u00eb standardit dhe l\u00ebvizja e automjeteve b\u00ebhet me v\u00ebshtir\u00ebsi si dhe konsiderohen akse me prioritet nga NjVV p\u00ebr t\u2019u rehabilituar\u201d<\/em>\u00a0thuhet n\u00eb dokument.<\/p>\n<p>Sipas FSHZH ky projekt parashikon gjithashtu edhe nd\u00ebrtimin e rrug\u00ebve t\u00eb reja, t\u00eb cilat nuk kan\u00eb gjurm\u00eb ekzistuese, por q\u00eb vler\u00ebsohen p\u00ebr ndikimin q\u00eb do t\u00eb japin n\u00eb zhvillimin ekonomik dhe social te zon\u00ebs, duke konsideruar lidhjet me zonat e parashikuara p\u00ebr agroturiz\u00ebm, lidhjet me objektet e kultit.
