Qeveria ka dh\u00ebn\u00eb nd\u00ebrkoh\u00eb me koncesion disa segmente t\u00eb k\u00ebtij koncesioni, ku m\u00eb i avancuari \u00ebsht\u00eb segmenti Thuman\u00eb-Kashar, q\u00eb po nd\u00ebrtohet nga kompania Gener 2.<\/p>\n<p>Sipas Ballukut, n\u00eb k\u00ebt\u00eb segment \u00ebsht\u00eb duke u punuar me ritme t\u00eb shpejta dhe deri tani \u00ebsht\u00eb kryer 40 p\u00ebr qind e volumit t\u00eb punimeve. Nd\u00ebrkoh\u00eb, jan\u00eb tenderuar gjithashtu dhe tre segmentet e tjera, Milot-Thuman\u00eb, Kashar-Lekaj dhe Lekaj Fier, p\u00ebr t\u00eb cilat Balluku njoftoi se po lidhen kontratat p\u00ebr t\u00eb nisur menj\u00ebher\u00eb nga puna.<\/p>\n<p><strong>Rihapja e Milot-Balldren\u00eb<\/strong><\/p>\n<p>Kjo \u00ebsht\u00eb hera e dyt\u00eb q\u00eb qeveria tenton t\u00eb koncesionoj\u00eb rrug\u00ebn Milot-Balldren\u00eb. Kat\u00ebr vjet m\u00eb par\u00eb, ky segment iu dha me koncesion kompanis\u00eb ANK, sipas nj\u00eb formule q\u00eb parashikonte nd\u00ebrtimin e rrug\u00ebs me parat\u00eb e kompanis\u00eb dhe shlyerjen e saj nga buxheti p\u00ebr 13 vjet.<\/p>\n<p>Projekti PPP p\u00ebr nd\u00ebrtimin e segmentit Milot -Balldren u iniciua pas nj\u00eb propozimi t\u00eb pak\u00ebrkuar t\u00eb kompanis\u00eb shqiptare A.N.K dhe n\u00eb tetor 2018, kompania A.N.K fitoi procedur\u00ebn konkurruese p\u00ebr dh\u00ebnien me koncesion\/PPP t\u00eb nd\u00ebrtimit dhe mir\u00ebmbajtjes s\u00eb rrug\u00ebs Milot \u2013Balldren, me vler\u00eb nd\u00ebrtimi dhe mir\u00ebmbajtje gjithsej 161.5 milion\u00eb euro. Pas nj\u00eb rinegocimi pa gar\u00eb t\u00eb interesave, vlera e kontrat\u00ebs u rrit n\u00eb 213 mln euro pa TVSH, ose 256 mln euro me TVSH, p\u00ebr nj\u00eb gjat\u00ebsi prej 17.2 km.<\/p>\n<p>Debate lind\u00ebn edhe p\u00ebr faktin se kompania fituese A.N.K nuk kishte kapacitetin p\u00ebr t\u00eb nd\u00ebrtuar nj\u00eb rrug\u00eb t\u00eb p\u00ebrmasave t\u00eb tilla. Nd\u00ebrsa A.N.K premtoi t\u00eb financoj\u00eb 52 milion\u00eb euro nga kapitali i vet, rezultoi se kompania nuk arriti t\u00eb siguroj\u00eb financimet e nevojshme.<\/p>\n<p>Tashm\u00eb qeveria shqiptare do t\u00eb rihap\u00eb s\u00ebrish tenderin p\u00ebr nd\u00ebrtimin e autostrad\u00ebs me koncesion, por k\u00ebt\u00eb her\u00eb me nj\u00eb formul\u00eb tjet\u00ebr, pa mb\u00ebshtetje buxhetore, nj\u00ebsoj si segmentet e tjera.
