Kjo shum\u00eb \u00ebsht\u00eb sa 0.3% e asaj q\u00eb prodhon ekonomia n\u00eb nj\u00eb vit (Prodhimi i Brendsh\u00ebm Bruto-PBB).<\/p>\n<p>Nj\u00eb projektligj \u201cP\u00ebr taks\u00ebn e pasuris\u00eb s\u00eb paluajtshme\u201d i nxjerr\u00eb p\u00ebr konsultim nga qeveria s\u00eb fundmi parashikon q\u00eb t\u00eb rris\u00eb ndjesh\u00ebm t\u00eb ardhurat q\u00eb mbledh buxheti nga kjo taks\u00eb si rrjedhoj\u00eb dhe pagemat mujore e vjetore t\u00eb familjeve e bizneseve.<\/p>\n<p>Projektligji parashikon q\u00eb t\u00eb ardhurat nga taksa e pasuris\u00eb pas implementimit t\u00eb k\u00ebsaj forme t\u00eb re t\u00eb arrijn\u00eb n\u00eb kufirin mes 0.7-1.1 p\u00ebr qind t\u00eb PBB. Nisja e zbatimit p\u00ebr nd\u00ebrtesat parashikohet n\u00eb vitin 2026 nd\u00ebrsa p\u00ebr truallin \u00ebn vitin 2028.<\/p>\n<p>Aktualisht, taksa e pasuris\u00eb referuar ligjit q\u00eb u miratua n\u00eb 2018 \u00ebsht\u00eb 0,05% e vler\u00ebs s\u00eb apartamenteve, nd\u00ebrsa me drafligjin e ri parashikohet q\u00eb t\u00eb jet\u00eb Nga 0.1% deri n\u00eb 0.2%.<\/p>\n<p>P\u00ebrve\u00e7 rritjes s\u00eb koeficientit, s\u00eb fundmi \u00ebsht\u00eb shtuar ndjesh\u00ebm dhe vlera e referenc\u00ebs mbi baz\u00ebn e t\u00eb cilit do t\u00eb b\u00ebhet llogaritja e taks\u00ebs, apo dhe \u0107mimi i tregut (n\u00ebse llogaritja do b\u00ebhet mbi \u00e7minin e tregut), duke sjell\u00eb automatikisht pagesa shum\u00eb m\u00eb t\u00eb larta p\u00ebr taks\u00ebn e pron\u00ebs. https:\/\/www.monitor.al\/rriten-deri-ne-54-cmimet-e-references-per-taksen-e-prones-per-32-zonat-e-tiranes-ne-ish-bllok-cmimi-i-references-arrin-228000-leke\/<\/p>\n<p>Sot, ekonomia vendase qarkullon rreth 2.1 trilion\u00eb lek\u00eb sipas t\u00eb dh\u00ebnave t\u00eb Ministris\u00eb s\u00eb Financave (PBB nominale), nd\u00ebrsa nga taksa e pron\u00ebs u mblodh\u00ebn vet\u00ebm 0.3% e k\u00ebsaj shume (6.1 miliard\u00eb lek\u00eb).<\/p>\n<p>N\u00eb vitin 2026, po sipas Ministris\u00eb s\u00eb Financave (kuadrit afatmes\u00ebm), PBB nominale pritet t\u00eb arrij\u00eb n\u00eb 2.5 trilion\u00eb lek\u00eb, ose rreth 23 miliard\u00eb lek\u00eb.<\/p>\n<p>N\u00ebse do t\u00eb arrihet plani p\u00ebr t\u00eb mbledhur 0.7-1% t\u00eb PBB-s\u00eb, at\u00ebher\u00eb n\u00eb nj\u00eb vit familjet e bizneset shqiptare do t\u00eb paguajn\u00eb si taks\u00eb prone 18-25 miliard\u00eb lek\u00eb (170-220 milion\u00eb euro n\u00eb vit), ose rreth 110-160 milion\u00eb euro m\u00eb shum\u00eb sesa sot, q\u00eb \u00ebsht\u00eb 3-4 her\u00eb m\u00eb e lart\u00eb sesa shum\u00eb q\u00eb mblidhet sot.<\/p>\n<p><strong>Drafti i ri<\/strong><\/p>\n<p>Qeveria ka publikuar p\u00ebr konsultim draftligjin \u201cP\u00ebr taks\u00ebn mbi pasurin\u00eb e paluajtshme\u201d duke parashikuar konceptin e ri p\u00ebr k\u00ebt\u00eb taks\u00eb q\u00eb synon t\u00eb sjell\u00eb m\u00eb shum\u00eb t\u00eb ardhura n\u00eb ark\u00ebn e shtetit. Taksa e pasuris\u00eb \u00ebsht\u00eb takse vendore, vjetore.<\/p>\n<p>N\u00eb nenin 4 t\u00eb projektligjit n\u00ebnvizohet se taksa e pasuris\u00eb llogaritet si shum\u00ebzim i vler\u00ebs se taksueshme te pasuris\u00eb se paluajtshme me shkallen e zbatueshme ke taks\u00ebs.<\/p>\n<p>Te ardhurat e mbledhura nga taksa e pasuris\u00eb derdhen p\u00ebr llogari te Bashkis\u00eb, n\u00eb territorin e s\u00eb cil\u00ebs ndodhet pasuria e paluajtshme q\u00eb p\u00ebrdoren nga Bashkia n\u00eb p\u00ebrputhje me legjislacionin n\u00eb fuqi p\u00ebr financat e vet\u00ebqeverisjes vendore.<\/p>\n<p>Pronat do t\u00eb ndahen n\u00eb kategori dhe vler\u00eb dhe nj\u00eb metodologji e miratua me vendim t\u00eb K\u00ebshillit t\u00eb Ministrave do t\u00eb jap\u00eb detaje p\u00ebr secil\u00ebn prej tyre. Taksimi do t\u00eb b\u00ebhet jo vet\u00ebm p\u00ebr nd\u00ebrtesat por edhe p\u00ebr parcelat dhe sipas planit taksa p\u00ebr kategorin\u00eb e par\u00eb nis nga viti 2026 nd\u00ebrkoh\u00eb p\u00ebr t\u00eb dyt\u00ebn nga viti tatimor 2028.<\/p>\n<p>Drafti parashikon q\u00eb p\u00ebr t\u00eb gjith\u00eb nj\u00ebsite e nd\u00ebrtesave, q\u00eb p\u00ebrfshihen n\u00eb kategorin\u00eb e pronave rezidenciale, shkalla e taks\u00ebs mund t\u00eb varioj\u00eb n\u00eb shkallet nga 0,1% (zero presje nj\u00eb p\u00ebr qind) deri n\u00eb 0,2% (zero presje dy p\u00ebr qind)<\/p>\n<p>Rritja indirekte e taks\u00ebs ka filluar tashm\u00eb me rivler\u00ebsimin e referenc\u00ebs s\u00eb apartamenteve<\/p>\n<p>Edhe p\u00ebrpara se t\u00eb hyj\u00eb n\u00eb fuqi ligji i ri, familjet dhe bizneset pritet q\u00eb t\u00eb paguajn\u00eb shum\u00eb shpejt m\u00eb shum\u00eb p\u00ebr taks\u00ebn e pron\u00ebs, si rrjedhoj\u00eb e rritjes s\u00eb \u00e7mimeve t\u00eb referenc\u00ebs t\u00eb apartamenteve mbi t\u00eb cilat llogaritet taksa e pasuris\u00eb, e cila do t\u00eb sjell\u00eb direkt shtim t\u00eb pages\u00ebs vjetore t\u00eb taks\u00ebs, pasi baza e llogaritjes \u00ebsht\u00eb vlera e sht\u00ebpis\u00eb.<\/p>\n<p>Referuar tabel\u00ebs s\u00eb \u00e7mimeve fiskale, p.sh p\u00ebr zon\u00ebn e ish Bllokut q\u00eb p\u00ebrkon me zon\u00ebn kadastrale 5\/1, vlera e nj\u00eb apartamenti me sip\u00ebrfaqe 90 m2x190,000 lek\u00eb\/m2 \u00e7mimi fiskal i vitit 2018 \u00ebsht\u00eb 17,100,000 lek\u00eb.<\/p>\n<p>Taksa e pasuris\u00eb q\u00eb paguhej n\u00eb 2018 ishte 8,850 lek\u00eb n\u00eb vit. \u00c7mimi fiskal referenc\u00ebs p\u00ebr k\u00ebt\u00eb zon\u00eb u rrit 20%, duke arritur n\u00eb vler\u00ebn e 228,400 lek\u00ebve p\u00ebr met\u00ebr katror. Taksa vjetore n\u00eb vler\u00eb do t\u00eb jet\u00eb 1,728 lek\u00eb m\u00eb shum\u00eb n\u00eb vit apo 20% m\u00eb e lart\u00eb.<\/p>\n<p>N\u00eb zon\u00ebn kadastrale 7\/4 q\u00eb p\u00ebrkon n\u00eb terren me zonat, si: Unaza e Re, Fabrika e Miellit, ish-Fusha e Aviacionit, Yzberisht \u00ebsht\u00eb sh\u00ebnuar rritja m\u00eb e madhe e \u00e7mimeve fiskale me rreth 76%.<\/p>\n<p>N\u00eb 2026-n, nj\u00eb familje do t\u00eb paguaj\u00eb 4 her\u00eb m\u00eb shum\u00eb p\u00ebr taks\u00ebn e pron\u00ebs<\/p>\n<p>Nj\u00eb familje n\u00eb rrug\u00ebn Myslym Shyri sot paguan 5,800 lek\u00eb n\u00eb vit si taks\u00eb prone p\u00ebr nj\u00eb apartament prej 80 metra katror, i cili ka nj\u00eb vler\u00eb reference prej 11.6 milion\u00eb lek\u00eb.<\/p>\n<p>N\u00eb vitin 2026, kjo familje do t\u00eb paguaj\u00eb mesatarisht 0.15% t\u00eb vler\u00ebs s\u00eb pron\u00ebs si taks\u00eb (mesatarja e 0.1 dhe 0.2) p\u00ebr nj\u00eb apartament q\u00eb tashm\u00eb \u00ebsht\u00eb i rivler\u00ebsuar n\u00eb 15.4 milion\u00eb lek\u00eb.
