Ne kemi kryer bashk\u00ebpunim arkeologjike n\u00eb Shqip\u00ebri, duke me arkeolog\u00eb nga Instituti i Arkeologjis\u00eb, p\u00ebr shum\u00eb dekada. Ne ndihemi t\u00eb kualifikuar p\u00ebr t\u00eb gjykuar k\u00ebt\u00eb plan dhe efektet e tij t\u00eb mundshme n\u00eb praktika e k\u00ebrkimit arkeologjik n\u00eb Shqip\u00ebri n\u00eb p\u00ebrgjith\u00ebsi dhe n\u00eb bashk\u00ebpunim me arkeolog\u00ebt.<\/p>\n
Jemi t\u00eb shqet\u00ebsuar se arkeolog\u00ebt e Institutit t\u00eb Arkeologjis\u00eb nuk jan\u00eb konsultuar plot\u00ebsisht lidhur me k\u00ebt\u00eb plan, i cili do t\u00eb ndikoj\u00eb fuqish\u00ebm tek ata dhe aft\u00ebsia p\u00ebr t\u00eb kryer pun\u00ebn e tyre.<\/p>\n
Zhvendosja e AAS dhe Institutit t\u00eb Arkeologjis\u00eb n\u00eb Akademin\u00eb e Shkencave pa marr\u00ebveshje t\u00eb nd\u00ebrsjell\u00eb, do t\u00eb shtoj\u00eb nj\u00eb shtres\u00eb burokracie dhe mbik\u00ebqyrjeje, duke e mbytur akademikun, lirin\u00eb dhe k\u00ebrkimin inovativ. Efektet e k\u00ebtij plani n\u00eb burimet, buxhetet dhe personelin e Institutit t\u00eb Arkeologjis\u00eb nuk jan\u00eb zbuluar plot\u00ebsisht.<\/p>\n
P\u00ebr k\u00ebto arsye, ne inkurajojm\u00eb fuqimisht qeverin\u00eb shqiptare t\u00eb rishqyrtoj\u00eb planin n\u00eb lidhje me t\u00eb ardhmen e AAS dhe t\u00eb angazhoj\u00eb an\u00ebtar\u00ebt e saj n\u00eb diskutime t\u00eb hapura p\u00ebr m\u00ebnyr\u00ebn m\u00eb t\u00eb mir\u00eb p\u00ebr t\u2019i mb\u00ebshtetur ato, n\u00eb m\u00ebnyr\u00eb q\u00eb studimet albanologjike n\u00eb Shqip\u00ebri, p\u00ebrfshir\u00eb arkeologjin\u00eb, mund t\u00eb arrij\u00eb potencialin e tij t\u00eb plot\u00eb.<\/p>\n
N\u00eb vitet e fundit, arkeologjia shqiptare, e udh\u00ebhequr nga arkeolog\u00ebt e Institutit t\u00eb Arkeologjia, ka z\u00ebn\u00eb vendin e merituar n\u00eb sken\u00ebn nd\u00ebrkomb\u00ebtare. Ne jemi t\u00eb shqet\u00ebsuar se zhvendosja e AAS n\u00eb Akademin\u00eb e Shkencave do t\u00eb prish\u00eb k\u00ebt\u00eb sens t\u00eb ri t\u00eb vrulli.<\/p>\n
N\u00eb vitin 2021 u n\u00ebnshkrua Marr\u00ebveshja e Pron\u00ebs Kulturore p\u00ebr mbrojtjen e trash\u00ebgimis\u00eb arkeologjike shqiptare me Shtetet e Bashkuara. Ky memorandum do t\u00eb sjell\u00eb m\u00eb shum\u00eb e jo m\u00eb pak interes dhe investime n\u00eb arkeologjin\u00eb shqiptare nga ana e arkeolog\u00ebve amerikan\u00eb. Si kund\u00ebrp\u00ebrgjigje, qeveria shqiptare duhet t\u00eb zgjeroj\u00eb mund\u00ebsit\u00eb p\u00ebr bashk\u00ebpunim nd\u00ebrmjet amerikan\u00ebve dhe arkeolog\u00ebve shqiptar\u00eb, n\u00eb kuad\u00ebr t\u00eb nj\u00eb instituti t\u00eb pavarur kushtuar past\u00ebrtis\u00eb k\u00ebrkime arkeologjike, duke mos kufizuar mund\u00ebsi t\u00eb tilla.<\/p>\n

\nWe, the undersigned, with this letter express our strong opposition to the Albanian government\u2019s
\nunilateral plan to dissolve the Academy of Albanological Studies (AAS), including the Institute of
\nArchaeology, and reconstitute it within the Academy of Sciences.
\nWe are archaeologists who work at universities in the United States of America or at institutions
\naffiliated with the United States of America. We have conducted collaborative archaeological
\nresearch in Albania, working with archaeologists from the Institute of Archaeology, some of us
\nfor many decades. We thus feel qualified to judge this plan and its potential effects on the
\npractice of archaeological research in Albania generally, and in collaboration with American
\narchaeologists specifically.
\nWe are particularly concerned:
\nTHAT archaeologists at the Institute of Archaeology have not been fully consulted regarding this
\nplan, which will strongly affect them and their ability to do their jobs;
\nTHAT moving the AAS and the Institute of Archaeology into the Academy of Sciences without
\nmutual agreement will add an additional layer of bureaucracy and oversight, stifling academic
\nfreedom and innovative research; and
\nTHAT the effects of this plan on the Institute of Archaeology\u2019s resources, budgets, and staffing
\nhave not been fully disclosed.
\nFor these reasons, <\/span>we strongly encourage the Albanian government to reconsider its unilateral
\nplan regarding the future of the AAS and, instead, to engage its members in open discussion
\nabout how best to support them, so that Albanological studies in Albania, including archaeology,
\ncan reach its full potential<\/span>.
\nIn the past several years, Albanian archaeology, led by archaeologists from the Institute of
\nArchaeology, has finally taken its rightful place on the international stage. We are concerned
\nthat moving the AAS into the Academy of Sciences will derail this new-found sense of
\nmomentum.
\nIn 2021 a <\/span>Cultural Property Agreement <\/span>protecting Albanian archaeological heritage was signed
\nwith the United States. This memorandum will lead to more not less interest and investment in
\nAlbanian archaeology on the part of American archaeologists. In response, the Albanian
\ngovernment should be expanding opportunities for collaboration between American and
\nAlbanian archaeologists, within the context of an independent institute dedicated to pure
\narchaeological research, not restricting such opportunities.
\nIndeed, when opportunities for open collaboration between American and Albanian
\narchaeologists are realized, good things happen. For example, Albanian artifacts are featured<\/span>
\nprominently in the <\/span>First Kings of Europe<\/span>, an international exhibition that recently opened at the
\nField Museum of Natural History in Chicago, Illinois. Every nation in the Balkans is participating
\nin this exhibit, including Albania, and Albania\u2019s participation would not have happened without
\nthe connections forged between American and Albanian archaeologists at the Institute of
\nArchaeology. In our opinion, given the success of this exhibition, the Institute of Archaeology\u2019s
\nstaff should have been commended for their hard work and dedication, not subjected to a plan
\nfor dissolution and reorganization that they themselves never agreed to.
\nTo close, we wrote this letter because we remain excited about and committed to Albanian
\narchaeology. Our colleagues at the Albanian Institute of Archaeology have shared with us
\nAlbania\u2019s remarkable archaeological heritage, allowing us to participate in its study, an honor
\nand privilege we can never fully repay. We hope that the plan to move the AAS into the Albanian
\nAcademy of Sciences will be reconsidered and an honest dialogue about the future of Albanian
\narchaeology, including archaeologists from the Institute of Archaeology, will be pursued instead.
