Duhet t\u00eb ket\u00eb transparenc\u00eb dhe llogaridh\u00ebnie, t\u00eb luftoj\u00eb realisht korrupsionin me reforma dhe politika antikorrupsion, si dhe t\u00eb investoj\u00eb n\u00eb shtetin e s\u00eb drejt\u00ebs, duke nd\u00ebrtuar institucione t\u00eb besueshme, funksionale e n\u00eb sh\u00ebrbim t\u00eb qytetar\u00ebve! Por \u00e7far\u00eb ka b\u00ebr\u00eb sekti Rama n\u00eb qeverisje n\u00eb k\u00ebta 10 vjet? P\u00ebrgjigjja vjen nga institucione prestigjoze nd\u00ebrkomb\u00ebtare, q\u00eb i japin not\u00ebn ngel\u00ebse k\u00ebsaj (keq)qeverisjeje.<\/p>\n<ol>\n<li>BERZH: qeverisja n\u00eb p\u00ebrkeq\u00ebsim<\/li>\n<\/ol>\n<p>Sipas \u201cRaportit t\u00eb Tranzicionit p\u00ebr vitet 2022-2023\u201d, t\u00eb Bank\u00ebs Europiane p\u00ebr Ri t\u00eb publikuar m\u00eb 30 janar 2023, cil\u00ebsia e qeverisjes s\u00eb Shqip\u00ebris\u00eb \u00ebsht\u00eb n\u00eb p\u00ebrkeq\u00ebsim. Treguesi q\u00eb mat mir\u00ebqeverisjen ka r\u00ebn\u00eb nga 5.26 pik\u00eb q\u00eb ishte n\u00eb 2016, n\u00eb 4.62 pik\u00eb n\u00eb vitin 2021. Arsyet kryesore se p\u00ebrse keqqeverisja n\u00eb vendin ton\u00eb po thellohet jan\u00eb, sipas BERZH, rritja e informalitetit dhe e korrupsionit.\u201c \u201cEfekti i d\u00ebmsh\u00ebm i korrupsionit \u00ebsht\u00eb tre her\u00eb m\u00eb i madh se ndikimi negativ i taksave shtes\u00eb mbi firmat, p\u00ebr shkak t\u00eb pasiguris\u00eb m\u00eb t\u00eb madhe dhe kostove t\u00eb transaksionit\u201d(Faqe 7, paragrafi i tret\u00eb i Raportit) .<\/p>\n<p>\u201cTreguesit e progresit t\u00eb Shqip\u00ebris\u00eb n\u00eb qeverisje kan\u00eb qen\u00eb t\u00eb paq\u00ebndruesh\u00ebm n\u00eb dhjet\u00eb vitet e fundit\u201d, thekson BERZH. \u201cVendi nuk ka ka qen\u00eb i suksessh\u00ebm p\u00ebr t\u00eb luftuar korrupsionin dhe p\u00ebr t\u00eb respektuar sundimin e ligjit\u201d( Po aty, faqe 9, paragrafi i dyt\u00eb). Treguesit ku Shqip\u00ebria ka performuar m\u00eb dob\u00ebt jan\u00eb llogaridh\u00ebnia dhe z\u00ebri i qytetar\u00ebve, efektiviteti i qeverisjes, sundimi i ligjit dhe cil\u00ebsia e enteve rregullatore.<\/p>\n<p>\u201cRezultatet e qeverisjes jan\u00eb p\u00ebrkeq\u00ebsuar ndjesh\u00ebm n\u00eb nj\u00eb num\u00ebr sferash t\u00eb ekonomis\u00eb gjat\u00eb gjasht\u00eb viteve t\u00eb fundit, duke reflektuar kryesisht rritje t\u00eb informalitetit dhe korrupsionit t\u00eb perceptuar. Disa sfera t\u00eb ekonomis\u00eb kan\u00eb evidentuar gjithashtu p\u00ebrkeq\u00ebsime n\u00eb pavar\u00ebsin\u00eb e gjyq\u00ebsorit, transparenc\u00ebn buxhetore dhe zbatimin e kontratave&#8221;, thuhet n\u00eb Raport. BERZH parashikon q\u00eb ekonomia shqiptare do t\u00eb ngadal\u00ebsoj\u00eb rritjen e saj gjat\u00eb k\u00ebtij viti.<\/p>\n<p>Sipas BERZH, reforma fiskale duhej t\u00eb krijonte m\u00eb shum\u00eb hap\u00ebsir\u00eb p\u00ebr politikat ekonomike dhe t\u00eb forconte q\u00ebndrueshm\u00ebrin\u00eb afatgjat\u00eb t\u00eb financave publike. Strategjia fiskale afatmesme duhet t\u00eb mobilizoj\u00eb t\u00eb ardhurat dhe t\u00eb rris\u00eb baz\u00ebn e tatimpaguesve. Qeveria duhet t\u00eb marr\u00eb parasysh rreziqet fiskale q\u00eb vijn\u00eb nga PPP-t\u00eb dhe t\u00eb garantoj\u00eb kompanit\u00eb publike.<\/p>\n<p>Raporti i BERZH e cil\u00ebson t\u00eb pamjaftueshme mb\u00ebshtetjen qeveritare ndaj shtresave n\u00eb nevoj\u00eb gjat\u00eb periudh\u00ebs pas shp\u00ebrthimit t\u00eb luft\u00ebs n\u00eb Ukraine, t\u00eb shoq\u00ebruar me nj\u00eb rritje t\u00eb fort\u00eb t\u00eb inflacionit.<\/p>\n<p>Kapja e shtetit \u00ebsht\u00eb identifikuar si nj\u00eb problem serioz dhe q\u00eb pengon procesin e integrimit n\u00eb BE. Sipas BERZH, pothuajse 3 % e vler\u00ebs s\u00eb qarkullimit t\u00eb firmave n\u00eb Shqip\u00ebri (vlera m\u00eb e lart\u00eb n\u00eb rajonet e BERZH) shpenzohet p\u00ebr pagesa informale, n\u00eb krahasim me m\u00eb pak se 0,01 % n\u00eb ekonomit\u00eb e p\u00ebrparuara, si Estonia dhe Letonia.<\/p>\n<p>Raporti kritik i BERZH vjen pas shum\u00eb gjetjesh dhe konkluzionesh kritike dhe alarmante nga Departamenti Amerikan i Shtetit, Transparency International, SELDI, FMN dhe Banka Bot\u00ebrore, lidhur me nivelin e korrupsionit dhe t\u00eb kapjes s\u00eb shtetit tek ne.<\/p>\n<ol>\n<li>Transparency International: Shqiperia, dy pik\u00eb larg vendit m\u00eb t\u00eb korruptuar t\u00eb Evrop\u00ebs. Shqip\u00ebria ndodhet n\u00eb vendin e 101-t\u00eb n\u00eb renditje, s\u00eb bashku me Serbin\u00eb dhe Turqin\u00eb.<\/p>\n<p>Sipas Transparency International, Shqip\u00ebria, Serbia, Bosnj\u00eb-Hercegovina dhe Turqia jan\u00eb shtetet m\u00eb t\u00eb korruptuara n\u00eb Europ\u00eb, pa p\u00ebrfshir\u00eb vendet e ish- Bashkimit Sovjetik.<\/p>\n<p>Maqedonia e Veriut ka sh\u00ebnuar p\u00ebrmir\u00ebsim, duke u ngjitur n\u00eb vendin e 85-t\u00eb, me 40 pik\u00eb. Kosova renditet n\u00eb vendin e 84-t, me 41 pik\u00eb. Shteti m\u00eb pak i korruptuar n\u00eb rajon \u00ebsht\u00eb Mali i Zi, me 45 pik\u00eb, n\u00eb vendin e 65-t\u00eb.<\/p>\n<p>Sipas Transparency International, n\u00eb 5 vitet e fundit(2017-2022), Shqip\u00ebria nuk ka sh\u00ebnuar ndonj\u00eb p\u00ebrparim n\u00eb luft\u00ebn kund\u00ebr korrupsionit, duke u luhatur vazhdimisht mes 36 dhe 35 pik\u00ebve. Kjo do t\u00eb thot\u00eb se n\u00ebse reformat p\u00ebrq\u00ebndrohen vet\u00ebm n\u00eb disa fusha, at\u00ebher\u00eb nuk ka nj\u00eb p\u00ebrmir\u00ebsim t\u00eb qendruesh\u00ebm dhe reformat anti-korrupsion duhet t\u00eb shoq\u00ebrohen nga reformat demokratike.
