Kjo, pasi nj\u00eb pjes\u00eb e konsiderueshme humbet si pasoj\u00eb e amortizimit t\u00eb rrjetit dhe nj\u00eb pjes\u00eb tjet\u00ebr \u201cvidhet\u201d nga nd\u00ebrhyrjet e paligjshme apo edhe faturimi aforfe. P\u00ebrgjat\u00eb vitit 2021, 58 shoq\u00ebri t\u00eb uj\u00ebsjell\u00ebsit prodhuan n\u00eb total 311.2 milion\u00eb m3, nga t\u00eb cilat u faturuan vet\u00ebm 35.2%.<\/p>\n<p><strong>Uj\u00ebsjell\u00ebsit, \u201coaze\u201d pun\u00ebsimesh<\/strong><\/p>\n<p>Kostot e larta nuk i kan\u00eb penguar shoq\u00ebrit\u00eb e uj\u00ebsjell\u00ebsve ta fryjn\u00eb administrat\u00ebn, duke u kthyer n\u00eb oaze pun\u00ebsimi.<\/p>\n<p>Nga viti 2015, numri i t\u00eb pun\u00ebsuarve n\u00eb shoq\u00ebrit\u00eb e uj\u00ebsjell\u00ebs-kanalizimeve p\u00ebsoi rritje galopante me 71%. Edhe Uj\u00ebsjell\u00ebsi Kam\u00ebz e shtoi numrin e punonj\u00ebsve me 51 persona p\u00ebr shkak t\u00eb zgjerimit t\u00eb zon\u00ebs s\u00eb sh\u00ebrbimit edhe me 5,000 abonent\u00eb t\u00eb rinj.<\/p>\n<p><strong>UK, Elbasan dyfishon t\u00eb pun\u00ebsuarit<\/strong><\/p>\n<p>Uj\u00ebsjell\u00ebsi i Elbasanit mban rekordin, duke e dyfishuar numrin e t\u00eb pun\u00ebsuarve n\u00eb tet\u00eb vite, kur edhe uj\u00ebsjell\u00ebsit kaluan n\u00ebn administrimin e pushtetit lokal.<\/p>\n<p><strong><em>T\u00eb pun\u00ebsuarit n\u00eb UK, Elbasan n\u00eb vitet 2015-2021. Kjo rritje kaq e lart\u00eb \u00ebsht\u00eb cil\u00ebsuar nga ERRU si ecuria m\u00eb e madhe negative.<\/p>\n<p>Nga ana tjet\u00ebr, t\u00eb dh\u00ebnat e v\u00ebna n\u00eb dispozicion nga UK Elbasan japin shifra t\u00eb ndryshme.<\/p>\n<p><strong><em>T\u00eb pun\u00ebsuarit n\u00eb UK, Elbasan n\u00eb vitet 2015-2021<\/em><\/strong><\/p>\n<p>Uj\u00ebsjell\u00ebsi i Elbasanit pretendon se nuk ka shtim artificial t\u00eb stafit, por se rritja ka ndodhur n\u00eb vitin 2018, kur uj\u00ebsjell\u00ebsi i qytetit u bashkua me fshatrat.<\/p>\n<p>Megjithat\u00eb, n\u00eb t\u00eb dh\u00ebnat e servirura nga Uj\u00ebsjell\u00ebsi Elbasan \u201cmungojn\u00eb\u201d punonj\u00ebs gjat\u00eb gjith\u00eb viteve t\u00eb deklaruara, edhe pse t\u00eb dh\u00ebnat pran\u00eb ERRU raportohen po nga vet\u00eb shoq\u00ebrit\u00eb e uj\u00ebsjell\u00ebsit.<\/p>\n<p>Bardhyl Samarxhiun, i cili ka punuar n\u00eb UK, Elbasan, e ka kapur dy her\u00eb \u201clapsi\u201d. Konkretisht, n\u00eb vitin 2015\u00a0(sipas tabel\u00ebs), buxheti i UK, Elbasan ka qen\u00eb 382 milion\u00eb lek\u00eb, rreth 20% e k\u00ebtij buxheti shkoi p\u00ebr paga e sigurime; n\u00eb vitin 2016, 26% e buxhetit ka shkuar p\u00ebr paga e sigurime; n\u00eb vitin 2017, 27% e buxhetit ka shkuar p\u00ebr paga e sigurime; n\u00eb vitin 2018, 44% e buxhetit ka shkuar p\u00ebr paga e sigurime; n\u00eb vitin 2019, 44.5% e buxhetit ka shkuar p\u00ebr paga e sigurime, nd\u00ebrsa n\u00eb vitet 2020 dhe 2021, respektivisht 49% dhe 48% shkuan p\u00ebr paga e sigurime.<\/p>\n<p>Si pasoj\u00eb e kostove t\u00eb larta t\u00eb administrat\u00ebs, Uj\u00ebsjell\u00ebsi ka pasur efekt negativ tek investimet.<\/p>\n<p>Referuar t\u00eb dh\u00ebnave zyrtare q\u00eb Uj\u00ebsjell\u00ebsi i Elbasanit i vuri n\u00eb dispozicion\u00a0INA MEDIA-s n\u00eb vitin 2015, vet\u00ebm 3.4% e buxhetit ka shkuar p\u00ebr rikonstruksion. N\u00eb vitin 2016 p\u00ebr investime ka shkuar vet\u00ebm 7.2% e buxhetit total; n\u00eb vitet 2017-2018 ka pasur zero investime t\u00eb reja; n\u00eb vitin 2019 \u00ebsht\u00eb investuar vet\u00ebm 5.3% e vler\u00ebs totale t\u00eb buxhetit; n\u00eb vitin 2020, 33% e buxhetit dhe n\u00eb vitin 2021 40.9% e buxhetit. Rritja e investimeve p\u00ebrkon edhe me zgjedhjet parlamentare t\u00eb vitit 2021.<\/p>\n<p>Duke marr\u00eb totalin e investimeve n\u00eb tet\u00eb vite, krahasuar me buxhetin e UK, Elbasan, rezulton se p\u00ebr investime ka shkuar 25% e totalit t\u00eb buxhetit. Nd\u00ebrsa pagat kan\u00eb marr\u00eb rreth 40% t\u00eb buxhetit vjetor ose 15% m\u00eb shum\u00eb n\u00eb vit sesa investimet.<\/p>\n<p>Kostot e k\u00ebsaj administrate t\u00eb fryr\u00eb dhe investimet me pikatore i vuajn\u00eb banor\u00ebt. Uj\u00ebsjell\u00ebsi thot\u00eb se furnizon 14 or\u00eb n\u00eb dit\u00eb me uj\u00eb t\u00eb pijsh\u00ebm, por vet\u00eb banor\u00ebt tregojn\u00eb se uji n\u00eb Elbasan vjen vet\u00ebm gjasht\u00eb or\u00eb n\u00eb dit\u00eb: dy or\u00eb n\u00eb m\u00ebngjes, dy or\u00eb n\u00eb drek\u00eb dhe dy or\u00eb pasdite.<\/p>\n<p>Nga ana tjet\u00ebr Uj\u00ebsjell\u00ebsi pranon se humbjet n\u00eb rrjet jan\u00eb n\u00eb nivel shum\u00eb t\u00eb lart\u00eb. P\u00ebrgjat\u00eb vitit 2021, uji i pafaturuar arriti n\u00eb 74.20% t\u00eb totalit t\u00eb ujit t\u00eb prodhuar nga ky uj\u00ebsjell\u00ebs.<\/p>\n<p>\u201cNd\u00ebrhyrja e paligjshme n\u00eb rrjetin uj\u00ebsjell\u00ebs, kryesisht n\u00eb zonat informale, ka krijuar humbje t\u00eb larta t\u00eb ujit t\u00eb pijsh\u00ebm, por edhe rrezik p\u00ebr ndotje t\u00eb furnizimit me uj\u00eb. Megjithat\u00eb, dy raporte t\u00eb ndryshme t\u00eb KLSH-s\u00eb kan\u00eb zbuluar se Uj\u00ebsjell\u00ebsi i Fierit ka b\u00ebr\u00eb vazhdimisht \u201cloj\u00ebra\u201d me pun\u00ebsimet. N\u00ebn justifikimin e ristrukturimit t\u00eb shoq\u00ebris\u00eb, n\u00eb t\u00eb nj\u00ebjtin vit kur deklaron numrin m\u00eb t\u00eb ul\u00ebt t\u00eb pun\u00ebtor\u00ebve, KLSH ka zbuluar se p\u00ebrgjat\u00eb vitit 2021 ka kryer rekrutime mbi struktur\u00ebn e miratuar.<\/p>\n<p>\u201c\u00cbsht\u00eb tejkaluar numri i fuqis\u00eb pun\u00ebtore n\u00eb total me 38 punonj\u00ebs p\u00ebr muajt qershor-shtator t\u00eb vitit 2021 si pasoj\u00eb e ristrukturimit t\u00eb shoq\u00ebris\u00eb\u201d,\u00a0\u2013 thuhet\u00a0n\u00eb raportin e KLSH-s\u00eb, publikuar n\u00eb korrik 2022.<\/p>\n<p>P\u00ebr k\u00ebta punonj\u00ebs mbi struktur\u00eb \u00ebsht\u00eb likuiduar shuma prej 1.2 milion\u00eb lek\u00ebsh t\u00eb reja, duke b\u00ebr\u00eb q\u00eb p\u00ebr nj\u00eb pozicion pune t\u00eb jen\u00eb t\u00eb pun\u00ebsuar dy punonj\u00ebs.<\/p>\n<p><strong><em>T\u00eb pun\u00ebsuarit n\u00eb UK, Fier n\u00eb vitet 2015-2021<\/em><\/strong><\/p>\n<p>Megjithat\u00eb, kurba e pun\u00ebsimeve ka p\u00ebsuar ndryshme drastike vit pas viti, p\u00ebrgjat\u00eb periudh\u00ebs 2015-2021. Rritja m\u00eb e madhe e t\u00eb pun\u00ebsuarve n\u00eb Uj\u00ebsjell\u00ebsin e Fierit ka ndodhur n\u00eb vitin 2016, nga 320 punonj\u00ebs, n\u00eb 421 punonj\u00ebs. Por, k\u00ebt\u00eb vit rezulton se t\u00eb pun\u00ebsuarit e rinj nuk kan\u00eb qen\u00eb vet\u00ebm 100, por 420, pasi jan\u00eb shkarkuar nj\u00ebher\u00ebsh 320 punonj\u00ebs. Kjo zbulohet nga nj\u00eb\u00a0raport i KLSH-s\u00eb p\u00ebr UK, Fier,\u00a0ku deklarohet se n\u00eb kuadrin e ristrukturimit t\u00eb shoq\u00ebris\u00eb nuk \u00ebsht\u00eb zbatuar asnj\u00eb kriter, si p\u00ebr p\u00ebrzgjedhjen e punonj\u00ebsve t\u00eb larguar, ashtu dhe p\u00ebr rekrutimin e punonj\u00ebsve t\u00eb rinj. Nuk ka gjurm\u00eb n\u00eb asnj\u00eb rast n\u00eb burimet njer\u00ebzore p\u00ebr nevojat e sektor\u00ebve apo drejtorive.<\/p>\n<p>\u201cMe Vendim t\u00eb Asambles\u00eb s\u00eb P\u00ebrgjithshme, m\u00eb dat\u00eb 15.07.2016, \u00ebsht\u00eb b\u00ebr\u00eb shpallja e njoftimit t\u00eb pushimit kolektiv p\u00ebr 320 punonj\u00ebs. Pas pushimit kolektiv nga puna dhe ristrukturimit t\u00eb ri \u00ebsht\u00eb konstatuar se 74 punonj\u00ebs, t\u00eb cil\u00ebt ishin n\u00eb marr\u00ebdh\u00ebnie pune me UKF Sh. a., nuk jan\u00eb pun\u00ebsuar m\u00eb, nd\u00ebrsa jan\u00eb pun\u00ebsuar 103 punonj\u00ebs t\u00eb rinj n\u00eb radh\u00ebt e UKF Sh. a., 64 prej t\u00eb cil\u00ebve jan\u00eb t\u00eb ardhur nga uj\u00ebsjell\u00ebsit e komunave\u201d,\u00a0\u2013 deklarohet n\u00eb raportin e KLSH.<\/p>\n<p>Pushimet kolektive si pasoj\u00eb e ristrukturimit t\u00eb shoq\u00ebris\u00eb kan\u00eb vijuar edhe n\u00eb vitin 2018 me pushimin e 28 punonj\u00ebsve. N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb ky institucion ka shpallur 26 vende t\u00eb reja pune p\u00ebr\u00a0Task Force, ku 12 punonj\u00ebs u rimor\u00ebn n\u00eb pun\u00eb, nd\u00ebrsa 9 punonj\u00ebs p\u00ebr arsye t\u00eb kriterit mosh\u00eb (mosha \u2264 50 vje\u00e7) nuk jan\u00eb p\u00ebrzgjedhur si pjes\u00eb e struktur\u00ebs s\u00eb re.<\/p>\n<p>\u201cMos-rekrutimi i punonj\u00ebsve si pasoj\u00eb e pushimit kolektiv bazuar n\u00eb kriterin mosh\u00eb konsiderohet si diskriminues\u201d,\u00a0\u2013\u00a0thuhet n\u00eb raportin e KLSH,\u00a0publikuar n\u00eb korrik 2022.<\/p>\n<p>Kjo nuk \u00ebsht\u00eb shkelja e vetme q\u00eb \u00ebsht\u00eb kapur gjat\u00eb auditimit n\u00eb k\u00ebt\u00eb shoq\u00ebri. N\u00eb k\u00ebt\u00eb raport KLSH konstaton se nuk ka rregulla t\u00eb p\u00ebrcaktuara qart\u00eb p\u00ebr rekrutimin e punonj\u00ebsve.<\/p>\n<p>\u201cN\u00eb 67 raste punonj\u00ebsit me profesion pompist dhe elektropompist jan\u00eb pa d\u00ebshmi t\u00eb kualifikimit t\u00eb sigurimit teknik, q\u00eb mund t\u00eb \u00e7ojn\u00eb n\u00eb aksidente n\u00eb pun\u00eb\u201d,\u00a0\u2013 kritikon raporti.<\/p>\n<p>Edhe n\u00eb Fier, ve\u00e7 vitit 2015, ku investimet arrit\u00ebn n\u00eb 35% t\u00eb buxhetit, investimet kan\u00eb qen\u00eb n\u00eb vler\u00eb shum\u00eb m\u00eb t\u00eb vog\u00ebl sesa fondi p\u00ebr pagat dhe sigurimet. Viti m\u00eb i keq p\u00ebr investimet n\u00eb UK, Fier rezulton viti 2016, me vet\u00ebm 2% t\u00eb buxhetit total.<\/p>\n<p>Buxheti total i UK, Fier n\u00eb vitet 2015-2022 dhe buxheti i ndar\u00eb p\u00ebr paga e sigurime dhe investime Burimi UK, Fier<\/p>\n<p><strong>Banor\u00ebt paguajn\u00eb m\u00eb shum\u00eb nga sa konsumojn\u00eb<\/strong><\/p>\n<p>Fshati Peshtan, i cili \u00ebsht\u00eb vet\u00ebm 7 km larg nga qyteti i Fierit, vuan munges\u00ebn e ujit t\u00eb pijsh\u00ebm.
