Spartak Targaj<\/p>\n<p>\u201cN\u00eb studimin e fizibilitetit, objekteve t\u00eb tilla t\u00eb infrastruktur\u00ebs rrugore natyrisht dhe normalisht q\u00eb iu p\u00ebrcaktohet si variantet q\u00eb mund t\u00eb nd\u00ebrtohet kjo rrug\u00eb, por edhe vlera e p\u00ebraf\u00ebrt p\u00ebr variantin q\u00eb do t\u00eb miratohet. N\u00eb studimin e fizibilitetit p\u00ebrcaktohen 2-3 variante p\u00ebr gjurm\u00ebt ku do t\u00eb kaloj\u00eb nj\u00eb rrug\u00eb q\u00eb \u00ebsht\u00eb parashikuar p\u00ebr t\u2019u zbatuar dhe natyrisht q\u00eb p\u00ebrcaktohet dhe fondi fillestar p\u00ebr zbatimin e k\u00ebsaj rruge\u201d.<\/p>\n<p>Por ku kan\u00eb kaluar 4 vite nga ky afat, p\u00ebrfundimi i rrug\u00ebs nuk duket asgj\u00ebkundi n\u00eb horizont.<\/p>\n<p>Dhe k\u00ebt\u00eb konstatim nuk e b\u00ebjn\u00eb vet\u00ebm drejtuesit e mjeteve q\u00eb nuk kan\u00eb marr\u00eb n\u00eb dor\u00ebzim rrug\u00ebn, por edhe nj\u00eb audit i kryer s\u00eb fundmi nga Kontrolli i Lart\u00eb i Shtetit q\u00eb v\u00eb n\u00eb dukje jo vet\u00ebm shkeljen e skajshme t\u00eb afatit t\u00eb dor\u00ebzimit t\u00eb vepr\u00ebs, por edhe shum\u00eb problematika t\u00eb tjera q\u00eb e p\u00ebrcaktojn\u00eb k\u00ebt\u00eb rrug\u00eb si nj\u00eb skandal t\u00eb radh\u00ebs.<\/p>\n<p>Duke iu atashuar rrug\u00ebve t\u00eb tjera me fatura t\u00eb kripura.<\/p>\n<p><strong>Raporti i Auditit, Kontrolli i Lart\u00eb i Shtetit<\/strong><\/p>\n<p>\u201cNga evidencat e marra mbi veprimtarin\u00eb e projektit rezulton se projekti ka kap\u00ebrcyer afatet e parashikuara p\u00ebr p\u00ebrfundimin e tij.<\/p>\n<p>Projekti duhet t\u00eb p\u00ebrfundonte n\u00eb vitin 2018, nd\u00ebrkoh\u00eb q\u00eb deri n\u00eb fund t\u00eb muajit dhjetor 2021, nuk \u00ebsht\u00eb realizuar m\u00eb shum\u00eb se 81 p\u00ebrqind e disbursimeve.<\/p>\n<p>Referuar ndryshimeve t\u00eb miratuara deri n\u00eb momentin e auditimit dhe ato n\u00eb proces miratimi, kosto e projektit rritet me vler\u00eb mbi 105 milion\u00eb USD nga kontratat fillestare, vler\u00eb e cila pritet t\u00eb rritet deri n\u00eb p\u00ebrfundim t\u00eb projektit duke shkuar rreth 255 milion\u00eb USD, duke i kushtuar shum\u00eb buxhetit t\u00eb shtetit n\u00eb investimet me financime t\u00eb huaja\u201d.<\/p>\n<p>Por \u00e7far\u00eb po ndodh me rrug\u00ebn Quk\u00ebs-Qaf\u00eb Pllo\u00e7\u00eb?<\/p>\n<p>Cila \u00ebsht\u00eb historia e k\u00ebsaj rruge?<\/p>\n<p>P\u00ebrse p\u00ebrfundimi i k\u00ebsaj vepre \u00ebsht\u00eb shtyr\u00eb kaq shum\u00eb n\u00eb koh\u00eb?<\/p>\n<p>Dhe p\u00ebrse kjo rrug\u00eb pavar\u00ebsisht kushteve t\u00eb terrenit, pritet t\u2019i kushtoj\u00eb buxhetit t\u00eb shtetit, 255 milion\u00eb dollar\u00eb, si asnj\u00eb rrug\u00eb tjet\u00ebr me k\u00ebt\u00eb distanc\u00eb kilometrash.<\/p>\n<p><strong>Ing. Spartak Targaj<\/strong><\/p>\n<p>\u201cNormalisht ka nj\u00eb zgjatje t\u00eb madhe t\u00eb nd\u00ebrtimit t\u00eb k\u00ebsaj rruge, p\u00ebrfundimit, por kushtet jan\u00eb disi specifike pasi kjo rrug\u00eb kalon n\u00eb nj\u00eb terren malor, \u00ebsht\u00eb rrug\u00eb e re, nuk ka pasur gjurm\u00eb t\u00eb m\u00ebparshme t\u00eb k\u00ebsaj rruge, \u00ebsht\u00eb e gjitha e re dhe hartimi i projektit i k\u00ebsaj rruge ka hasur disa v\u00ebshtir\u00ebsi apo pengesa q\u00eb kan\u00eb dal\u00eb gjat\u00eb koh\u00ebs q\u00eb ka filluar zbatimi i k\u00ebsaj rruge. Pasi duke qen\u00eb se terreni \u00ebsht\u00eb malor, rruga ishte t\u00ebr\u00ebsisht e re, projektuesit e kan\u00eb pasur t\u00eb v\u00ebshtir\u00eb p\u00ebr t\u00eb b\u00ebr\u00eb sondazhet, p\u00ebr t\u00eb p\u00ebrcaktuar karakterin gjeologjik ku do t\u00eb shtrihet kjo rrug\u00eb. K\u00ebto pengesa jan\u00eb hasur dhe gjat\u00eb zbatimit t\u00eb k\u00ebtij projekti, prandaj dhe projekti ka pasur ndalesa dhe vonesa t\u00eb her\u00eb pas hershme\u201d.<\/p>\n<p>P\u00ebr t\u00eb kuptuar se p\u00ebrse kjo rrug\u00eb \u00ebsht\u00eb kthyer n\u00eb nj\u00eb lubi q\u00eb ha koh\u00eb pas kohe parat\u00eb e buxhetit t\u00eb shtetit, na vjen edhe nj\u00ebher\u00eb n\u00eb ndihm\u00eb raporti i auditimit t\u00eb Kontrollit t\u00eb Lart\u00eb t\u00eb Shtetit.<\/p>\n<p>Raport q\u00eb nxin n\u00eb rreshtat e tij, dhe nuk le ekuivoke, duke na dh\u00ebn\u00eb nj\u00eb panoram\u00eb m\u00eb t\u00eb qart\u00eb se \u00e7far\u00eb po ndodh n\u00eb rrug\u00ebn Quk\u00ebs-Qaf\u00eb Pllo\u00e7\u00eb.<\/p>\n<p>Sipas k\u00ebtij raporti auditimi t\u00eb siguruar \u2018N\u00eb sh\u00ebnjest\u00ebr\u2019, problemi i par\u00eb me k\u00ebt\u00eb rrug\u00eb nis q\u00eb n\u00eb projektzbatimin origjinal q\u00eb sipas Kontrollit t\u00eb Lart\u00eb t\u00eb Shtetit ka mang\u00ebsi t\u00eb theksuara, \u00e7ka ka \u00e7uar edhe n\u00eb rritjen e konsiderueshme t\u00eb kostos dhe nj\u00ebkoh\u00ebsisht edhe fatur\u00ebs aktuale t\u00eb vepr\u00ebs, pa llogaritur apo menduar se sa do t\u00eb shkoj\u00eb kjo fatur\u00eb deri n\u00eb p\u00ebrfundim t\u00eb punimeve.<\/p>\n<p><strong>Raporti i Auditimit, Kontrolli i Lart\u00eb i Shtetit<\/strong><\/p>\n<p>\u201cVonesa n\u00eb p\u00ebrfundimin e vepr\u00ebs infrastrukturore, ka ardhur si pasoj\u00eb e munges\u00ebs s\u0451 financimit si dhe i problematikave n\u00eb faz\u00ebn e realizimit t\u00eb projektzbatimit, i cili ka rezultuar me mang\u00ebsi t\u00eb theksuara, si dhe nga vonesa n\u00eb miratimin e ndryshimeve t\u00eb projektzbatimit.<\/p>\n<p>Projektzbatimi origjinal \u00ebsht\u00eb hartuar me mang\u00ebsi t\u00eb theksuara, sipas t\u00eb cilave projekti \u00ebsht\u00eb shoq\u00ebruar me rritje t\u00eb konsiderueshme t\u00eb kostos. P\u00ebr disa z\u00ebra punimesh jan\u00eb b\u00ebr\u00eb likuidime t\u00eb pa argumentuara.<\/p>\n<p>N\u00eb munges\u00eb t\u00eb automjeteve t\u00eb cilat duhet t\u00eb viheshin n\u00eb dispozicion t\u00eb mbik\u00ebqyr\u00ebsit t\u00eb punimeve, ato jan\u00eb furnizuar me vones\u00eb, por edhe pse n\u00eb munges\u00eb t\u00eb tyre jan\u00eb likuiduar sh\u00ebrbime p\u00ebr to\u201d.<\/p>\n<p>Pra sipas KLSH pavar\u00ebsisht se rruga n\u00eb disa segmente t\u00eb saj nuk \u00ebsht\u00eb p\u00ebrfunduar, ministria e linj\u00ebs ka b\u00ebr\u00eb likuidime, pa marr\u00eb n\u00eb dor\u00ebzim pun\u00eb konkrete.<\/p>\n<p>Ku duket se p\u00ebrfituesit m\u00eb t\u00eb m\u00ebdhenj jan\u00eb shoq\u00ebrit\u00eb konsulente q\u00eb duhet t\u00eb mbik\u00ebqyrnin pun\u00ebt, por q\u00eb n\u00eb fakt nuk e kan\u00eb b\u00ebr\u00eb nj\u00eb gj\u00eb t\u00eb till\u00eb ose, edhe kur e kan\u00eb b\u00ebr\u00eb, e kan\u00eb kryer k\u00ebt\u00eb pun\u00eb me vones\u00eb, duke sjell\u00eb rritje t\u00eb vazhdueshme t\u00eb kostos s\u00eb rrug\u00ebs.<\/p>\n<p>Sipas Kontrollit t\u00eb Lart\u00eb t\u00eb Shtetit, vet\u00ebm sh\u00ebrbimi i Konsulenc\u00ebs p\u00ebr k\u00ebt\u00eb rrug\u00eb, ka kapur deri m\u00eb tani shifr\u00ebn e 10.4 milion\u00eb dollar\u00ebve ose sa 1\/7 e kostos fillestare t\u00eb rrug\u00ebs q\u00eb ishte menduar t\u00eb kushtonte 73 milion\u00eb dollar\u00eb.<\/p>\n<p>Raporti i auditimit, Kontrolli i Lart\u00eb i Shtetit<\/p>\n<p>\u201cN\u00eb rritjen e kostos s\u00eb projektit si pasoj\u00eb e ndryshimeve, nj\u00eb ndikim negativ t\u00eb konsideruesh\u00ebm ka rritja e sh\u00ebrbimeve t\u00eb konsulenc\u00ebs p\u00ebr mbik\u00ebqyrjen e punimeve, e p\u00ebrllogaritur n\u00eb vler\u00ebn 5.6 milion\u00eb USD. Pavar\u00ebsisht domosdoshm\u00ebris\u00eb s\u00eb k\u00ebtyre shpenzimeve, t\u00eb cilat jan\u00eb rritur si pasoj\u00eb e zgjatjes s\u00eb afatit t\u00eb p\u00ebrfundimit t\u00eb kontratave t\u00eb punimeve civile, vlera e rritur e tyre deri n\u00eb momentin e auditimit n\u00eb shum\u00ebn 5.44 milion\u00eb USD (duke e \u00e7uar vler\u00ebn totale n\u00eb 10.4 milion\u00eb USD) p\u00ebrb\u00ebn shpenzime pa efektivitet, pasi p\u00ebr t\u00eb nj\u00ebjt\u00ebn fush\u00eb dhe madh\u00ebsi punimesh, k\u00ebrkohen shpenzime shtes\u00eb\u201d.<\/p>\n<p>Por ky \u00ebsht\u00eb vet\u00ebm nj\u00eb aspekt i err\u00ebt i rrug\u00ebs Quk\u00ebs-Qaf\u00eb Pllo\u00e7\u00eb, q\u00eb del nga raporti i auditimit n\u00eb KLSH pasi t\u00eb tjera shkelje t\u00eb shumta jan\u00eb konstatuar n\u00eb k\u00ebt\u00eb rrug\u00eb, madje duhet th\u00ebn\u00eb t\u00eb frikshme, p\u00ebr k\u00ebt\u00eb rrug\u00eb t\u00eb nd\u00ebrtuar shum\u00eb lart mbi nivelin e detit dhe q\u00eb mund ta kthej\u00eb at\u00eb n\u00eb nj\u00eb aks v\u00ebshtir\u00eb t\u00eb aksesuesh\u00ebm gjat\u00eb periudh\u00ebs s\u00eb dimrit.<\/p>\n<p>Por jo vet\u00ebm kaq, me kosto t\u00eb jasht\u00ebzakonshme p\u00ebr mir\u00ebmbajten e tij. K\u00ebt\u00eb fakt e evidenton edhe KLSH n\u00eb raportin e saj t\u00eb auditimit.<\/p>\n<p>Raporti i Auditimit, Kontrolli i Lart\u00eb i Shtetit<\/p>\n<p>\u201cProjektzbatimi origjinal i lotit nr. 2, ka rezultuar me mang\u00ebsi t\u00eb theksuara.<\/p>\n<p>Gjat\u00eb inspektimit jan\u00eb evidentuar munges\u00eb e vizatimeve n\u00eb projekt, llogaritje t\u00eb gabuara konstruktive si dhe munges\u00eb e studimit gjeologjik\/gjeoteknik, p\u00ebr urat nr.4, nr.10 dhe nr.11.<\/p>\n<p>Parashikimi i nd\u00ebrtimit t\u00eb mureve mbajt\u00ebs dhe prit\u00ebs me lart\u00ebsi shum\u00eb t\u00eb madhe t\u00eb cilat arrijn\u00eb deri 24 m, teknikisht problematike n\u00eb nd\u00ebrtim si dhe kosto shum\u00eb e madhe.<\/p>\n<p>Diferenca t\u00eb volumeve t\u00eb paraqitura n\u00eb projekt, krahasuar me faktin n\u00eb terren, rezultuar pas azhurnimit t\u00eb volumeve.<\/p>\n<p>Lot 2, shtrihet n\u00eb kuot\u00ebn 720 met\u00ebr mbi nivelin e detit n\u00eb kilometrin 18, nd\u00ebrsa pas kilometrit 22, kuotat e rrug\u00ebs jan\u00eb mbi 1000 m mbi nivelin e detit.<\/p>\n<p>Nd\u00ebrtimi i rrug\u00ebs n\u00eb t\u00eb tilla lart\u00ebsi, krijon v\u00ebshtir\u00ebsi t\u00eb shumta dhe kosto t\u00eb larta, kryesisht sa i p\u00ebrket mir\u00ebmbajtjes dim\u00ebrore\u201d.<\/p>\n<p>Po ashtu, ky segment, por jo vet\u00ebm, shtrihet n\u00eb terrene jo t\u00eb q\u00ebndrueshme nga pik\u00ebpamja gjeologjike, t\u00eb cilat k\u00ebrkojn\u00eb investime t\u00eb konsiderueshme p\u00ebr parandalimin e rr\u00ebshqitjeve, si dhe kosto t\u00eb larta mir\u00ebmbajtje pas nd\u00ebrtimit t\u00eb saj.\/Marr\u00eb nga BW<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Aks me dy korsi, i gjat\u00eb 43.5 km, q\u00eb ishte menduar t\u00eb afronte m\u00eb shpejt juglindjen e vendit, qytetin e Kor\u00e7\u00ebs me kryeqendr\u00ebn e vendit.
