Ka p\u00ebrkeq\u00ebsuar n\u00eb ndarjen e detyrave q\u00eb i besohen personelit t\u00eb pun\u00ebsuar sipas Kodit t\u00eb Pun\u00ebs, n\u00eb vend t\u00eb n\u00ebpun\u00ebsve civil\u00eb.<\/p>\n<p>3.\u00a0\u00a0\u00a0\u00a0 Vendosja e menj\u00ebhershme t\u00eb t\u00eb gjitha sh\u00ebrbimeve online ngre pyetje n\u00eb lidhje me cil\u00ebsin\u00eb dhe aksesin e sh\u00ebrbimeve.<\/p>\n<p>4.\u00a0\u00a0\u00a0\u00a0 Rekrutimi sipas ligjit t\u00eb sh\u00ebrbimit civil mbetet p\u00ebr t&#8217;u zbatuar, ve\u00e7an\u00ebrisht p\u00ebr pozitat e nivelit t\u00eb lart\u00eb.<\/p>\n<p>5.\u00a0\u00a0\u00a0\u00a0 Mbetet p\u00ebr t&#8217;u miratuar nj\u00eb strategji e re decentralizimi p\u00ebrtej vitit 2022 dhe konsultimi n\u00eb nivel lokal do t\u00eb jet\u00eb thelb\u00ebsor.<\/p>\n<p>6.\u00a0\u00a0\u00a0\u00a0 Njesit\u00eb e qeverisjes vendore vuajn\u00eb nga mungesa e burimeve financiare, kapaciteteve administrative dhe transparenc\u00ebs n\u00eb ushtrimin e kompetencave e tyre. Autonomia e tyre fiskale mbetet e rrezikuar, p\u00ebr shkak se buxheti varet prej transferimit n\u00eb nivel qendror. Numri i lart\u00eb i kontratave t\u00eb p\u00ebrkohshme t\u00eb pun\u00ebsimit n\u00eb qeverisjen vendore vazhdon t\u00eb jet\u00eb problematik. Aksesi i njesive vendore n\u00eb fondet e BE vazhdon t\u00eb jet\u00eb problematik p\u00ebr shkak t\u00eb ndryshimeve t\u00eb shpeshta t\u00eb administrat\u00ebs dhe procedurave komplekse.<\/p>\n<p>7.\u00a0\u00a0\u00a0\u00a0 K\u00ebrkohet krijimi i nj\u00eb mjedisi t\u00eb favorsh\u00ebm p\u00ebr shoq\u00ebrin\u00eb civile, dhe p\u00ebrfshirja e tyre n\u00eb procese konsultimi kuptimplote.<\/p>\n<p>T\u00eb drejtat themelore:<\/p>\n<p>1.\u00a0\u00a0\u00a0\u00a0 Nuk \u00ebsht\u00eb b\u00ebr\u00eb progres n\u00eb lirin\u00eb e shprehjes. C\u00ebnim i pavar\u00ebsis\u00eb s\u00eb medias, frik\u00ebsimi i gazetar\u00ebve, mungesa e aksesit n\u00eb institucionet qeveritare, mungesa e transparenc\u00ebs. T\u00eb sigurohet pavar\u00ebsia e RTSH.<\/p>\n<p>2.\u00a0\u00a0\u00a0\u00a0 T\u00eb drejtat pron\u00ebsore, sektor i prirur ndaj korrupsionit q\u00eb c\u00ebnon regjistrimin e t\u00eb dh\u00ebnave kadastrale. Procesi i kompesimit ka ngecur.<\/p>\n<p>3.\u00a0\u00a0\u00a0\u00a0 N\u00eb gjykat\u00ebn e t\u00eb drejtave t\u00eb njeriut, n\u00eb qershor 2022 rezultojn\u00eb 400 c\u00ebshtje t\u00eb ngritura kund\u00ebr Shqip\u00ebris\u00eb, q\u00eb lidhen me keqtrajtimin, zvarritjen e procedurave gjyq\u00ebsore, moszbatimin e vendimeve gjyq\u00ebsore dhe t\u00eb drejtat pron\u00ebsore.<\/p>\n<p>4.\u00a0\u00a0\u00a0\u00a0 Shqip\u00ebria duhet t\u00eb frenohet nga zbatimi i skem\u00ebs se pasaportave t\u00eb arta, pasi p\u00ebrb\u00ebn rrezik p\u00ebr sigurin\u00eb, pastrimin e parave, evazionin fiskal, financimin e terrorizmit, korrupsionin dhe infiltrimin nga krimi i organizuar dhe eshte i papajtuesh\u00ebm me legjislacionin e BE-s\u00eb.<\/p>\n<p>5.\u00a0\u00a0\u00a0\u00a0 Adresimi i dhun\u00ebs n\u00eb familje dhe me baz\u00eb gjinore vazhdon t\u00eb vuaj\u00eb nga mungesa e zbatimit t\u00eb parashikimeve ligjore.<\/p>\n<p>6.\u00a0\u00a0\u00a0\u00a0 Vler\u00ebsimi i nivelit t\u00eb zbatimit t\u00eb legjislacionit, politikave dhe strategjive q\u00eb lidhen me t\u00eb drejtat e njeriut vazhdon t\u00eb jet\u00eb problematik, p\u00ebr shkak se mungojn\u00eb t\u00eb dh\u00ebnat e nj\u00eb monitorimi t\u00ebr\u00ebsor.<\/p>\n<p>7.\u00a0\u00a0\u00a0\u00a0 Sa i p\u00ebrket migracionit, nuk \u00ebsht\u00eb b\u00ebr\u00eb p\u00ebrparim n\u00eb procedur\u00ebn e azilit dhe zbatimin e procedurave t\u00eb kthimit n\u00eb p\u00ebrputhje me kuadrin ligjor. Politika e Shqip\u00ebris\u00eb p\u00ebr vizat duhet t\u00eb p\u00ebrafrohet me at\u00eb t\u00eb BE-s\u00eb.<\/p>\n<p>8.\u00a0\u00a0\u00a0\u00a0 Numri i shtetasve shqiptar\u00eb q\u00eb paraqesin k\u00ebrkesa p\u00ebr azil n\u00eb shtetet an\u00ebtare t\u00eb BE-s\u00eb \u00ebsht\u00eb rritur ndjesh\u00ebm n\u00eb ver\u00ebn e vitit 2021.<\/p>\n<p>9.\u00a0\u00a0\u00a0\u00a0 Fenomeni i t\u00eb miturve t\u00eb pashoq\u00ebruar vazhdon t\u00eb jet\u00eb shqet\u00ebsim.<\/p>\n<p>10. Komisioni po monitoron nga af\u00ebr n\u00eb kuad\u00ebr t\u00eb mekanizmit monitorues pas liberalizimit t\u00eb vizave, dhe t\u00eb mekanizmit t\u00eb pezullimit t\u00eb vizave (pas k\u00ebrkes\u00ebs s\u00eb Holand\u00ebs).<\/p>\n<p>Lufta kund\u00ebr korrupsionit dhe pastrimit t\u00eb parave<\/p>\n<p>1.\u00a0\u00a0\u00a0\u00a0 Korrupsioni mbetet nj\u00eb fush\u00eb q\u00eb p\u00ebrb\u00ebn shqet\u00ebsim serioz.<\/p>\n<p>2.\u00a0\u00a0\u00a0\u00a0 Shqip\u00ebria vazhdon t\u00eb jet\u00eb n\u00ebn monitorim t\u00eb shtuar p\u00ebr pastrimin e parave.<\/p>\n<p>3.\u00a0\u00a0\u00a0\u00a0 Miratimi i nj\u00eb amnistie tatimore dhe penale kund\u00ebr k\u00ebshillave t\u00eb BE-s\u00eb dhe Moneyval rrezikon p\u00ebrparimin n\u00eb k\u00ebt\u00eb fush\u00eb, dhe luft\u00ebn kund\u00ebr pastrimit t\u00eb parave.<\/p>\n<p>Lufta kund\u00ebr krimit t\u00eb organizuar<\/p>\n<p>\u00cbsht\u00eb ulur me 35% shk\u00ebmbimi i informacioneve t\u00eb Policis\u00eb shqiptare me partner\u00ebt p\u00ebrmes sistemit SIENA.<\/p>\n<p>P\u00ebrgjigja ndaj rrjeteve t\u00eb krimit t\u00eb organizuar duhet t\u00eb jet\u00eb m\u00eb proaktive dhe sistematike.<\/p>\n<p>Nuk ka qasje strategjike dhe sistematike p\u00ebr identifikimin dhe konfiskimin e aseteve kriminale jasht\u00eb vendit dhe ato \u201ct\u00eb paarritshme\u201d.<\/p>\n<p>Shqip\u00ebria vazhdon t\u00eb jet\u00eb vend origjine, tranziti dhe destinacioni i trafikimit t\u00eb qenieve njer\u00ebzore.<\/p>\n<p>Shqip\u00ebria ka nj\u00eb ekonomi informale t\u00eb madhe t\u00eb bazuar n\u00eb paran\u00eb kesh. Krimi gjeneron sasi t\u00eb madhe parash p\u00ebrmes trafikut t\u00eb drog\u00ebs, evazionit fiscal, kontrabandimit dhe trafikimit t\u00eb qenieve njer\u00ebzore.<\/p>\n<p>Shqip\u00ebria nuk ka nj\u00eb strategji komb\u00ebtare p\u00ebr drogat dhe as observator komb\u00ebtar p\u00ebr drogat.<\/p>\n<p>Trafikimi i drog\u00ebs vazhdon t\u00eb jet\u00eb forma m\u00eb e p\u00ebrhapur e krimit t\u00eb r\u00ebnd\u00eb.<\/p>\n<p>Gjyq\u00ebsori<\/p>\n<p>1.\u00a0\u00a0\u00a0\u00a0 Gjyq\u00ebsori vuan nga procedurat e gjata, shkalla e ul\u00ebt e gjykimit perfundimtar, dhe numri i madh i \u00e7\u00ebshtjeve t\u00eb mbartura.<\/p>\n<p>2.\u00a0\u00a0\u00a0\u00a0 Nd\u00ebrsa gjyqtar\u00ebt e prokuror\u00ebt kan\u00eb pagesat m\u00eb t\u00eb larta, duhet t\u00eb adresohet me p\u00ebrpar\u00ebsi mungesa e transparenc\u00ebs p\u00ebr promovimin e prokuror\u00ebve.<\/p>\n<p>3.\u00a0\u00a0\u00a0\u00a0 Mesatarja europiane e gjyqtar\u00ebve dhe prokuror\u00ebve p\u00ebr 100.000 banor\u00eb \u00ebsht\u00eb 21 gjyqtar\u00eb, dhe 12 prokuror\u00eb.
