Nd\u00ebrtimi ka filluar q\u00eb n\u00eb vitin 2008 nga qeveria Berisha e cila tenderoi lotin e par\u00eb me 679 milion leke, sipas ARRSH, ose rreth 5,6 milion euro, p\u00ebr nj\u00eb gjat\u00ebsi 7.1 kilometra.<\/p>\n<p>Me nd\u00ebrrimin e qeverive projekti u zvarrit p\u00ebr disa vite, nd\u00ebrkoh\u00eb q\u00eb p\u00ebrmes nj\u00eb skeme t\u00eb cop\u00ebtimit t\u00eb punimeve n\u00eb shum\u00eb lote, parat\u00eb u shp\u00ebrndan\u00eb n\u00eb disa tendera. Dyshimet jan\u00eb t\u00eb m\u00ebdha p\u00ebr m\u00ebnyr\u00ebn se si jan\u00eb prokuruar parat\u00eb nga ARRSH pasi n\u00eb shum\u00eb raste p\u00ebr lote t\u00eb caktuar jan\u00eb zhvilluar shtesa punimesh n\u00eb vlera t\u00eb konsiderueshme, t\u00eb cilat jan\u00eb fituar nga t\u00eb nj\u00ebjtat kompani q\u00eb kishin fituar tenderin fillestar.<\/p>\n<p>ARRSH b\u00ebri t\u00eb ditur p\u00ebr \u201cNews24\u201d se lotet 2 dhe 3 kan\u00eb kushtuar n\u00eb total m\u00eb shum\u00eb se 1 miliard lek\u00eb ose 8,7 milion euro. Nd\u00ebrkoh\u00eb skema me dy tendera p\u00ebr t\u00eb nj\u00ebjtin lot ka nisur me lotin num\u00ebr kat\u00ebr, q\u00eb \u00ebsht\u00eb fituar n\u00eb shtator t\u00eb 2018 me 99% t\u00eb fondit limit nga Cobial shpk dhe Gjoka konstruksion p\u00ebr rreth 2,4 miliard\u00eb lek\u00eb ose 20 milion\u00eb euro p\u00ebr 6,1 kilometra. Por 20 milion\u00eb euro nuk mjaftuan dhe ARRSH prokuron 3,8 milion\u00eb euro t\u00eb tjera n\u00eb prill t\u00eb 2021.<\/p>\n<p>Negociatat e punimeve shtes\u00eb b\u00ebhen me bashkimin e operator\u00ebve \u201cCobial shpk\u201d dhe \u201cGjoka Konstruksion\u201d, q\u00eb pati fituar tenderin e par\u00eb. Dokumenti i shpalljes s\u00eb fituesit mban firm\u00ebn e Ergys Verdhos. E nj\u00ebjta procedur\u00eb edhe p\u00ebr lotin 5, ku n\u00eb shtator t\u00eb 2018 fituese ka dal\u00eb kompania \u201cALB-STAR\u201d me nj\u00eb ofert\u00eb prej 1.78 miliard\u00eb lek\u00ebsh ose 14 milion\u00eb euro, p\u00ebr 3,3 kilometra rrug\u00eb. Oferta ishte sa 98% e fondit limit, nd\u00ebrkoh\u00eb m\u00eb pas n\u00eb prill t\u00eb 2021 e nj\u00ebjta kompani ka negociuar me Autoritetin Rrugor Shqiptar nj\u00eb kontrat\u00eb p\u00ebr shtes\u00eb punimesh 332 milion\u00eb lek\u00ebsh, afro 2,6 milion\u00eb euro.<\/p>\n<p>N\u00eb tetor t\u00eb 2018 ARRSH shpalli fituese p\u00ebr lotin 6 bashkimin e operator\u00ebve \u201cAgbes shpk\u201d &amp; \u201cArberia\u201d q\u00eb dhan\u00eb nj\u00eb ofert\u00eb prej 2,37 miliard lek\u00ebsh gati 20 milion euro, p\u00ebr rreth 4,5 kilometra. Edhe n\u00eb k\u00ebt\u00eb rast oferta \u00ebsht\u00eb shum\u00eb pran\u00eb fondit limit, por pavar\u00ebsisht k\u00ebsaj n\u00eb prill t\u00eb 2021\u00a0 ashtu si p\u00ebr lotet 4 dhe 5 Autoriteti Rrugor Shqiptar ka negociuar 467 milion lek\u00eb ose 3,9 milion euro shtes\u00eb punimesh. N\u00eb t\u00eb treja rastet kompanin\u00eb nd\u00ebrtuese kan\u00eb justifikuar sht\u00ebs\u00ebn e punimeve me probleme gjeologjike t\u00eb hasura rrug\u00ebs.<\/p>\n<p>P\u00ebr lotin 7 tunelin e Sk\u00ebrfic\u00ebs fituesi \u00ebsht\u00eb shpallur n\u00eb korrik t\u00eb 2020 nga ARRSH pas vendimit t\u00eb Komisionit t\u00eb Prokurimit Publik. Kontrata u lidh me bashkimin e operator\u00ebve t\u00eb udh\u00ebhequr nga Gjoka Konstruksion me nj\u00eb vler\u00eb gati 1,8 miliard\u00eb lek\u00eb ose rreth 15 milion euro. Nd\u00ebrkoh\u00eb skandali me kostot shtes\u00eb thellohet pasi n\u00eb t\u00eb gjashta lotet e gjat\u00ebsis\u00eb s\u00eb rrug\u00ebs jan\u00eb zhvilluar shtesa t\u00eb treta punimesh. Nj\u00eb kontrat\u00eb prej 1,43 miliard\u00eb lek\u00ebsh, rreth 11 milion euro \u00ebsht\u00eb fituar n\u00eb maj t\u00eb k\u00ebtij viti nga Gener 2 p\u00ebr sistemimin dhe rivitalizimin e Skarpateve, dhe nj\u00eb kontrat\u00eb tjet\u00ebr prej 220 milion lek\u00ebsh rreth 1,8 milion euro \u00ebsht\u00eb fituar n\u00eb shkurt po t\u00eb k\u00ebtij viti nga kompania \u201cJubica\u201d p\u00ebr sinjalistik\u00ebn rrugore. K\u00ebsaj rradhe dokumentet mbajn\u00eb firm\u00ebn e pasuesit t\u00eb Ergys Verdhos, Evis Berberit.<\/p>\n<p>Normalisht \u00e7do rrug\u00eb q\u00eb tenderohet dor\u00ebzohet tek autoriteti kontraktues me sinjalistik\u00eb, dhe me t\u00ebr\u00ebsin\u00eb e punimeve t\u00eb skarpateve t\u00eb realizuara, nd\u00ebrsa procedura e ndjekur nga Autoriteti Rrugor Shiqptar i ka nxjerr\u00eb kostot e projektit t\u00eb aksit Kardhiq- Delvin\u00eb jasht\u00eb kontrollit.
