Nj\u00eb nga k\u00ebto segmente \u00ebsht\u00eb n\u00eb Shqip\u00ebri pjes\u00eb e \u201cAutostrad\u00ebs Adriatiko Joniane\u201d.<\/p>\n<p>B\u00ebhet fjal\u00eb p\u00ebr by-passin e Tiran\u00ebs i cili ka nj\u00eb gjat\u00ebsi 21.5 kilomet\u00ebr dhe do financohet me 190.6 milion\u00eb euro ose mesatarisht 8.9 milion\u00eb euro p\u00ebr kilomet\u00ebr.<\/p>\n<p>Sakaq qeveria shqiptare mori p\u00ebrsip\u00ebr t\u00eb riaktivizoj\u00eb koncesionin Milot -Kashar me gjat\u00ebsi 20 kilometra me nj\u00eb vler\u00eb totale q\u00eb parashikon edhe mir\u00ebmbajtjen 35 vite me rreth 1.3 miliard\u00eb euro. Kontrata nd\u00ebrmjet qeveris\u00eb dhe kocensionarit \u201c Gener 2 sh.p.k dhe G2 infra sh.p.k\u201d, nuk e ka ndar\u00eb koston e punimeve nga kostoja e mir\u00ebmbajtjes.<\/p>\n<p>Financimi do t\u00eb kryhet nga kompania nd\u00ebrsa duket se shlyerja do t\u00eb b\u00ebhet nga taksat q\u00eb do t\u00eb paguajn\u00eb p\u00ebrdoruesit e rrug\u00ebs.<\/p>\n<p>Por n\u00eb vitin 2019 ku kontrata e par\u00eb konsensionare ishte n\u00eb fuqi ministria e Financave n\u00eb tabelat e buxhetit t\u00eb shtetit e kontabilizoi nd\u00ebrtimin e k\u00ebtij segmenti me 45 miliard\u00eb lek\u00eb ose 372 milion\u00eb euro ose 18.6 milion\u00eb euro p\u00ebr kilomet\u00ebr.<\/p>\n<p>Nd\u00ebrsa nj\u00eb projekt i ngjash\u00ebm nga Prishtina n\u00eb Merdar\u00eb do t\u00eb kushtoj\u00eb vet\u00ebm 7 milion\u00eb euro me fondet e BE. Studimi i fisibilitetit p\u00ebr Autostrad\u00ebn Adriatiko- Joniane q\u00eb u porosit nga qeveria shqiptare nxori nj\u00eb kosto 160 milion\u00eb euro p\u00ebr nd\u00ebrtimin e segmentit Thuman\u00eb -Kashar.<\/p>\n<p>Kontrata koncensionare, Thuman\u00eb -Kashar siguron nd\u00ebrtimin dhe mir\u00ebmbajtjen e 20 kilometrave n\u00eb 36 vitet n\u00eb vijim me vler\u00eb 1,3 miliard\u00eb euro.<\/p>\n<p>Sakaq qeveria shqiptare p\u00ebr mir\u00ebmbajtjen e akseve komb\u00ebtare t\u00eb rrug\u00ebve harxhon nj\u00eb shum\u00eb prej rreth 1.5-2.5 mld lek\u00eb (12-20 mln euro)n\u00eb vit. Psh Gjat\u00eb vitit 2019, buxheti i ARRSH-s\u00eb p\u00ebr mir\u00ebmbajtjen ekzekutoi 20.6 milion\u00eb euro, p\u00ebr afro 2.200 km rrug\u00eb.<\/p>\n<p>Sikur i gjith\u00eb ky fond t\u00eb p\u00ebrdorej p\u00ebr mir\u00ebmbajtjen e vet\u00ebm 20 kilometrat e Thuman\u00eb Kashar, do t\u00eb duhej nj\u00eb fond rreth 600 milion\u00eb euro p\u00ebr 35 vitet e kontrat\u00ebs. Vlera e lart\u00eb e nd\u00ebrtimit dhe mir\u00ebmbajtjes do t\u00eb p\u00ebrkthehet si nj\u00eb vler\u00eb e lart\u00eb pages\u00eb n\u00eb tarifat e kalimit t\u00eb rrug\u00ebs, q\u00eb do t\u00eb vendosen n\u00eb aks.<\/p>\n<p>Kosto e nj\u00eb km rrug\u00eb p\u00ebr kontrat\u00ebn koncensionare, Thuman\u00eb -Kashar, p\u00ebrfshir\u00eb dhe mir\u00ebmbajtjen, do tu kushtoj\u00eb qytetar\u00ebve shqiptar\u00eb 60 milion\u00eb euro p\u00ebr nj\u00eb km. Nd\u00ebrkoh\u00eb, qeveria njoftoi dje se nj\u00eb ur\u00eb me vler\u00eb 9 milion\u00eb euro,, e gjat\u00eb 310 metra do t\u00eb shkurtoj\u00eb distanc\u00ebn mes Vleipoj\u00ebs dhe Ulqinit!<\/p>\n<p>Kostot p\u00ebr nj\u00ebsi me fonde t\u00eb huaja, shum\u00eb pak se me fonde buxhetore<\/p>\n<p>T\u00eb dh\u00ebnat zyrtare nga Ministria e Financave dhe ajo e infrastruktur\u00ebs tregojn\u00eb se, nd\u00ebr vite ka nj\u00eb diferenc\u00eb t\u00eb lart\u00eb t\u00eb kostove t\u00eb punimeve n\u00eb rrug\u00eb me financim t\u00eb huaj, n\u00eb krahasim me financimet e brendshme.<\/p>\n<p>N\u00eb m\u00ebnyr\u00eb sistematike, kostot p\u00ebr nj\u00ebsi (kilomet\u00ebr) me fonde t\u00eb huaja jan\u00eb shum\u00eb m\u00eb t\u00eb ul\u00ebta se ato me fonde buxhetore t\u00eb brendshme. Kjo tendenc\u00eb vlejti edhe p\u00ebr vitet 2019 dhe 2020.<\/p>\n<p>Nj\u00eb kilomet\u00ebr rrug\u00eb e kategoris\u00eb B, me financim t\u00eb brendsh\u00ebm, kushtoi n\u00eb vitin 2020 mesatarisht 555 milion\u00eb lek\u00eb, nd\u00ebrsa nj\u00eb kategori e till\u00eb me financim t\u00eb huaj, kushtoi 347 milion\u00eb lek\u00eb, ose 37% m\u00eb pak.<\/p>\n<p>Diferenca t\u00eb m\u00ebdha u vun\u00eb re edhe n\u00eb kategorin\u00eb C, ku kostoja e nj\u00eb kilometri me financim t\u00eb brendsh\u00ebm n\u00eb vitin 2020 arriti n\u00eb 667 milion\u00eb lek\u00eb, nd\u00ebrsa me financim t\u00eb huaj, ishte 111 milion\u00eb lek\u00eb, ose 6 her\u00eb m\u00eb pak.<\/p>\n<p>T\u00eb dh\u00ebnat mbi kostot p\u00ebr kilomet\u00ebr u dhan\u00eb n\u00eb raportin e Monitorimit t\u00eb Ministris\u00eb s\u00eb infrastruktur\u00ebs.<\/p>\n<p>Krahasimet nuk jan\u00eb strikte, pasi p\u00ebrfaq\u00ebsojn\u00eb punime n\u00eb segmente, ose vepra arti q\u00eb shpesh prodhojn\u00eb kosto q\u00eb ndryshojn\u00eb nga viti n\u00eb vit, p\u00ebr t\u00eb nj\u00ebjt\u00ebn kategori rruge.<\/p>\n<p>Por t\u00eb dh\u00ebnat tregojn\u00eb nj\u00eb diferenc\u00eb lineare, gjat\u00eb 10 viteve t\u00eb fundit ku, kosto p\u00ebr nj\u00ebsi me financim t\u00eb huaj \u00ebsht\u00eb shum\u00eb m\u00eb e ul\u00ebt se kosto p\u00ebr nj\u00ebsi me financim t\u00eb brendsh\u00ebm.<\/p>\n<p>Sipas t\u00eb dh\u00ebnave t\u00eb Ministris\u00eb s\u00eb infrastruktur\u00ebs n\u00eb \u201cRaportin e Monitorimit 2018\u201d, shpenzimet faktike p\u00ebr nd\u00ebrtimin e rrug\u00ebve ishin rreth 15 miliard\u00eb lek\u00eb, nga t\u00eb cilat rreth 9 miliard\u00eb lek\u00eb financimin i brendsh\u00ebm dhe 6.3 miliard\u00eb lek\u00eb financim i huaj. P\u00ebr t\u00eb nj\u00ebjt\u00ebn kategori rruge, kosto e financimit me fonde t\u00eb brendshme \u00ebsht\u00eb 10 her\u00eb m\u00eb e lart\u00eb se me fonde t\u00eb huaja.<\/p>\n<p>Nga financimi i brendsh\u00ebm u harxhuan 4.2 miliard\u00eb lek\u00eb, me t\u00eb cilat u nd\u00ebrtuan 28.7 kilomet\u00ebr rrug\u00eb t\u00eb kategoris\u00eb C. Kosto p\u00ebr kilomet\u00ebr me fondet e brendshme ishte 146 milion\u00eb lek\u00eb, ose 1.1 milion euro me kursin aktual t\u00eb k\u00ebmbimit. Po p\u00ebr kategorin\u00eb C, me fonde t\u00eb huaja, u harxhuan 205 milion\u00eb lek\u00eb dhe u nd\u00ebrtuan 12 kilometra. Kosto p\u00ebr kilomet\u00ebr ishte 17.1 milion\u00eb lek\u00eb, 136 mij\u00eb euro, ose 10 her\u00eb m\u00eb e ul\u00ebt se me financim t\u00eb brendsh\u00ebm.<\/p>\n<p>E nj\u00ebjta diferenc\u00eb vlen edhe p\u00ebr kategorin\u00eb B. Sipas t\u00eb dh\u00ebnave zyrtare p\u00ebr vitin 2018 u investuan 1.7 miliard\u00eb lek\u00eb, me t\u00eb cilat u nd\u00ebrtuan 6.7 kilometra rrug\u00eb. Kosto p\u00ebr kilomet\u00ebr ishte 262 milion\u00eb lek\u00eb, ose 2 milion\u00eb euro p\u00ebr kilomet\u00ebr. Kosto p\u00ebr kilomet\u00ebr p\u00ebr t\u00eb nj\u00ebjt\u00ebn kategori rruge me fonde t\u00eb huaja kushtoi shum\u00eb her\u00eb m\u00eb pak. Gjat\u00eb vitit 2018 u nd\u00ebrtuan 89 kilometra rrug\u00eb t\u00eb kategoris\u00eb B, me nj\u00eb shum\u00eb prej 3.2 miliard\u00eb lek\u00ebsh.
