Madje, si\u00e7 thuhet ca m\u00eb keq, noton n\u00eb k\u00ebt\u00eb fenomen. E th\u00ebn\u00eb k\u00ebshtu, ky nuk \u00ebsht\u00eb nj\u00eb zbulim i ri. Por as nj\u00eb konstatim q\u00eb mbiu nga hi\u00e7i. Nj\u00eb nga k\u00ebto sektor\u00eb ku korrupsioni \u00ebsht\u00eb edhe m\u00eb i pranish\u00ebm \u00ebsht\u00eb padyshim edhe sh\u00ebndet\u00ebsia. Madje, n\u00eb rastin ton\u00eb do thoshim \u2018bisturia\u2019. Nj\u00eb instrument mjek\u00ebsor q\u00ebu shpik p\u00ebr t\u00eb sh\u00ebruar njer\u00ebzimin, por q\u00eb n\u00eb Shqip\u00ebri duket se nuk i ka shp\u00ebtuar tenderave korruptiv\u00eb.<\/p>\n<p>Ku sikur t\u00eb mos mjaftonte korrupsioni galopant, nj\u00eb indeks gjithmon\u00eb e m\u00eb shum\u00eb n\u00eb rritje, apo rritja e borxhit t\u00eb brendsh\u00ebm publik, qeveria shqiptare vazhdon t\u00eb jap\u00eb koncesione q\u00eb e thellojn\u00eb edhe m\u00eb tej grop\u00ebn financiare n\u00eb buxhetin e shtetit. Dhe k\u00ebt\u00eb vazhdon ta b\u00ebj\u00eb n\u00ebp\u00ebrmjet PPP-ve, apo e shqip\u00ebruar ndryshe skema Partneritet Publik Privat. Skem\u00eb e cila gjat\u00eb 9 vite t\u00eb qeverisjes socialiste, i ka gllab\u00ebruar thesarit t\u00eb shtetit miliona euro.<\/p>\n<p>Duke ngritur dyshime t\u00eb m\u00ebdha dhe t\u00eb shumta p\u00ebr korrupsion. Nd\u00ebrkoh\u00eb q\u00eb sh\u00ebrbimet q\u00eb kryejn\u00eb k\u00ebto koncensionar\u00eb duket se jan\u00eb shum\u00eb larg standardeve t\u00eb parave q\u00eb thithin nga arka e shtetit. N\u00eb mos, jan\u00eb shum\u00eb t\u00eb fryra p\u00ebr buxhetin e nj\u00eb vendi q\u00eb konsiderohet nd\u00ebr m\u00eb t\u00eb varfrit n\u00eb Evrop\u00eb. Skem\u00eb s\u00eb cil\u00ebs duket se nuk i ka shp\u00ebtuar as bisturia, apo sterilizimi i instrumenteve kirurgjikale. Nj\u00eb koncesion prej 9.6 miliard\u00eb lek\u00ebsh i dh\u00ebn\u00eb nga Ministria e Sh\u00ebndet\u00ebsis\u00eb n\u00eb vitin 2015 q\u00eb prej dy vitesh ka p\u00ebrfunduar n\u00eb duart e SPAK. Tender i dyshimt\u00eb, q\u00eb sot i gllab\u00ebron buxhetit t\u00eb shtetit mesatarisht rreth 1.6 miliard\u00eb lek\u00eb ose 13 milion\u00eb euro n\u00eb vit.<\/p>\n<p>P\u00ebr t\u00eb cilin emisioni \u201cN\u00eb Sh\u00ebnjest\u00ebr\u201d do t\u00eb mundohet t\u00eb hedh\u00eb drit\u00eb edhe n\u00eb k\u00ebt\u00eb dokumentar. Por q\u00eb nj\u00ebkoh\u00ebsisht \u00ebsht\u00eb edhe shembulli m\u00eb kuptimplot\u00eb se si pushteti majm me parat\u00eb publike, njer\u00ebzit rreth vetes. Nj\u00eb linj\u00eb afeksioni q\u00eb tashm\u00eb \u00ebsht\u00eb e dukshme n\u00eb \u00e7do tender t\u00eb akorduar nga qeveria shqiptare. Por kush \u00ebsht\u00eb fituesi i k\u00ebtij koncesioni PPP n\u00eb vitin 2015 dhe si mundi ky biznesmen t\u00eb fitonte nj\u00eb koncesion t\u00eb till\u00eb kaq t\u00eb lakmuar.<\/p>\n<p>Cila ishte skema q\u00eb qeveria shqiptare p\u00ebrdori p\u00ebr t\u2019i siguruar nj\u00eb koncesion t\u00eb till\u00eb? P\u00ebrse u zgjodh koncesioni n\u00ebp\u00ebrmjet PPP-s\u00eb dhe jo nj\u00eb prokurimi publik?!! Dhe cili \u00ebsht\u00eb d\u00ebmi q\u00eb vazhdon t\u2019i shkaktoj\u00eb ky konceision buxhetit t\u00eb shtetit edhe sot, shtat\u00eb vite pas akordimit t\u00eb tij? Ilir Rrapaj ishte nj\u00eb biznesmen i panjohur n\u00eb qarqet e biznesit n\u00eb Shqip\u00ebri deri n\u00eb vitin 2013. Para se socialist\u00ebt t\u00eb vinin n\u00eb pushtet, ai ishte pronari i nj\u00eb agjencie nd\u00ebrmjet\u00ebsimi si edhe i nj\u00eb kompanie modeste nd\u00ebrtimi me qend\u00ebr n\u00eb Peruxhia t\u00eb Italis\u00eb.<\/p>\n<p>Nj\u00eb kompani q\u00eb rezultonte t\u00eb kishte vet\u00ebm nj\u00eb t\u00eb pun\u00ebsuar n\u00eb Itali. Por si ishte e mundur q\u00eb Ilir Rrapaj q\u00eb kishte kompani me nj\u00eb punonj\u00ebs t\u00eb vet\u00ebm n\u00eb shtetin fqinj, t\u00eb arrinte t\u00eb fitonte n\u00eb Shqip\u00ebri, nj\u00eb tender kaq t\u00eb lakmuar prej rreth 100 milion dollar\u00ebsh?!!<\/p>\n<p>Cila ishte lidhja e tij me ministrin e koh\u00ebs s\u00eb Sh\u00ebndet\u00ebsis\u00eb, Ilir Beqaj?! P\u00ebr t\u00eb na ndihmuar se si Rrapaj mundi t\u00eb milte nj\u00eb konceision t\u00eb till\u00eb, mjafton t\u00eb shikojm\u00eb takimet q\u00eb ky i fundit kishte me Ministrin e Sh\u00ebndet\u00ebsis\u00eb n\u00eb at\u00eb koh\u00eb, Ilir Beqaj. Sipas t\u00eb dh\u00ebnave t\u00eb rrjetit investigativ BIRN, Ilir Rrapaj ishte nj\u00eb njohje e vjet\u00ebr e ministrit Beqaj. Ata ishin par\u00eb shpesh n\u00eb pranin\u00eb e nj\u00ebri-tjetrit, para se qeveria Rama t\u00eb vinte n\u00eb pushtet n\u00eb vitin 2013.<\/p>\n<p>Takime, q\u00eb si\u00e7 shikohet edhe n\u00eb k\u00ebto foto t\u00eb publikuara n\u00eb median e koh\u00ebs, t\u00eb cilat ishin intensifikuar edhe m\u00eb shum\u00eb pas ardhjes n\u00eb pushtet t\u00eb qeveris\u00eb s\u00eb majt\u00eb t\u00eb drejtuar nga Edi Rama. Por takimet midis tyre u intensifikuan pas vitit 2013, ku Ilir Rrapaj shfaqet shpesh n\u00eb takime me Ministrin e Sh\u00ebndet\u00ebsis\u00eb, Ilir Beqaj. Takime, ku t\u00eb pranish\u00ebm ishin edhe biznesmen\u00eb italian\u00eb, t\u00eb cil\u00ebt ishin t\u00eb interesuar n\u00eb tregun e sh\u00ebrbimeve mjek\u00ebsore. Ku vet\u00ebm dy vite pasi Rrapaj ishte kthyer n\u00eb atdhe, n\u00eb vitin 2015, ky i fundit mundi t\u00eb siguroj\u00eb tenderin shum\u00ebmilion\u00ebsh. Jo keq, p\u00ebr nj\u00eb njeri i cili n\u00eb vitin 2000, kishte hapur n\u00eb qytetin e Peruxhias bashk\u00eb me dy t\u00eb af\u00ebrm t\u00eb tij, nj\u00eb kompani me kapital fillestar, prej vet\u00ebm 1500 euro.<\/p>\n<p>Por q\u00eb tani fal\u00eb lidhjeve t\u00eb tij vertikale me qeverin\u00eb socialiste, q\u00eb kishte ardhur n\u00eb pushtet me diviz\u00ebn luft\u00ebn t\u00eb pakompromis kund\u00ebr korrupsionit, kish mundur t\u00eb fitonte nj\u00eb tender shum\u00ebfish m\u00eb t\u00eb madh. Ku nj\u00eb ndihm\u00eb p\u00ebr t\u00eb do t\u00eb ishte edhe kamuflimi me an\u00eb t\u00eb thirrjes \u2018Thuaj PoShqip\u00ebris\u00eb\u2019. Thirrje e krijuar nga qeveria socialiste me t\u00eb ardhur n\u00eb pushtet. Skem\u00eb e cila do t\u00eb rezultonte efikase p\u00ebr t\u00eb afruar pran\u00eb vetes, gjoja n\u00eb skeptrin e biznesmen\u00ebve t\u00eb suksessh\u00ebm, njer\u00ebzit q\u00eb do t\u00eb rrotulloheshin rreth orbit\u00ebs s\u00eb interesave t\u00eb pushtetit. Skenar t\u00eb cilit i\u2019u p\u00ebrgjigj edhe Ilir Rrapaj.<\/p>\n<p>Fituesi i tenderit 100 milion euro t\u00eb sterilizimit, i cili si\u00e7 shikohet edhe k\u00ebt\u00eb foto, n\u00eb vitin 2014 shfaqet krah\u00ebqaf\u00eb me kryeministrin Edi Rama, n\u00eb nj\u00eb takim n\u00eb Pallatin e Brigadave n\u00eb kuad\u00ebr t\u00eb nism\u00ebs \u2018Thuaj Po Shqip\u00ebris\u00eb\u2019.<\/p>\n<p>Ku p\u00ebr t\u2019iu p\u00ebrgjigjur k\u00ebsaj thirrje, fill pas fitores s\u00eb zgjedhjeve nga socialist\u00ebt n\u00eb vitin 2013, Rrapaj nga fshati Rexhepaj i Vlor\u00ebs, nuk e pati t\u00eb v\u00ebshtir\u00eb t\u00eb linte edhe kompanin\u00eb e tij n\u00eb Itali, q\u00eb e konsideronte t\u00eb suksesshme, p\u00ebr t\u00eb ndihmuar atdheun e tij n\u00eb njohurit\u00eb n\u00eb biznes.<br \/>\nSakrific\u00eb e cila pas dy vitesh, iu shp\u00ebrblye.<\/p>\n<p>Pasi n\u00eb vitin 2015 ai fitoi tenderin e sterilizimit. Tender, q\u00eb n\u00eb fakt q\u00eb n\u00eb fillim u kontestua si i dyshimt\u00eb dhe korruptiv nga opozita dhe grupet e interesit por q\u00eb nga ana tjet\u00ebr mbrohej nga qeveria\u2026 Por si u arrit n\u00eb k\u00ebt\u00eb kontrat\u00eb q\u00eb shpejt zhurmoi n\u00ebn dyshimet p\u00ebr afer\u00eb korruptive? Sipas dokumentacionit ligjor, kontrata e koncesionit p\u00ebr sterilizimin e pajisjeve kirurgjikale u firmos mes Ministrit t\u00eb Sh\u00ebndet\u00ebsis\u00eb Ilir Beqaj dhe \u2018Sani Service\u2019 n\u00eb dhjetor 2015, p\u00ebr nj\u00eb afat 10 vje\u00e7ar me nj\u00eb vler\u00eb t\u00eb parashikuar prej 9.6 miliard\u00eb lek\u00ebsh. Procedurat e tenderit u hap\u00ebn nga Ministria e Sh\u00ebndet\u00ebsis\u00eb m\u00eb 13 shkurt 2015, me vendim t\u00eb ministrit Beqaj.<\/p>\n<p>Nd\u00ebrsa objekti i kontrat\u00ebs s\u00eb Partneritetit Publik-Privat kishte p\u00ebr q\u00ebllim ofrimin e setit t\u00eb personalizuar t\u00eb instrumenteve kirurgjikal\u00eb sterile. Furnizimin me material mjek\u00ebsor steril nj\u00eb p\u00ebrdorim\u00ebsh n\u00eb sallat kirurgjikale, trajtimin e mbetjeve me rrezik biologjik si dhe dezinfektimin e sallave kirurgjikale dhe ambienteve. Ku ky sh\u00ebrbim parashikohej t\u00eb ofrohej n\u00eb spitalet universitare dhe rajonale t\u00eb vendit, apo dhe n\u00eb spitale t\u00eb tjera, sipas planit t\u00eb racionalizimit spitalor. Vlera e fondit limit t\u00eb koncesionit po sipas dokumentacionit ligjor ishte arritur pas nj\u00eb studimi fizibiliteti t\u00eb nd\u00ebrmarr\u00eb nga nj\u00eb komision i posa\u00e7\u00ebm, i ngritur po nga Ministria e Sh\u00ebndet\u00ebsis\u00eb.<\/p>\n<p>\u201cPrej pes\u00eb vitesh jam N\u00ebndrejtor Shkencor i Institutit t\u00eb Sh\u00ebndetit Publik. Puna e p\u00ebrditshme \u00ebsht\u00eb e mir\u00ebfillt\u00eb shkencore, pra \u00e7do sh\u00ebrbim dhe studim b\u00ebhet nga Instituti. Ne publikojm\u00eb shifra n\u00eb lidhje me infeksionet spitalore dhe shkaktaret e tyre. Nga k\u00ebto shifra rezulton se infeksionet spitalore jan\u00eb nj\u00eb k\u00ebrc\u00ebnim serioz. Mjekimi i nj\u00eb infeksioni spitalor \u00ebsht\u00eb m\u00eb i kushtuesh\u00ebm ekonomikisht se sa vet\u00eb nd\u00ebrhyrja kirugjikale. Jam caktuar an\u00ebtar i komisionit me urdh\u00ebr t\u00eb Ministrit t\u00eb Sh\u00ebndet\u00ebsis\u00eb. Kam dh\u00ebn\u00eb mendimin tim p\u00ebr gjendjen kritike n\u00eb spitale si rezultat i infeksioneve spitalore.<\/p>\n<p>Sh\u00ebrbimet e parashikuara n\u00eb k\u00ebt\u00eb kon\u00e7esion i jepnin zgjidhje k\u00ebsaj problematike. Kryefjala im\u00eb n\u00eb komision ka qen\u00eb nevoja urgjente p\u00ebr t\u00eb ofruar nj\u00eb sh\u00ebrbim t\u00eb integruar n\u00eb spitale. Pasi kemi b\u00ebr\u00eb studimin e fizibilitetit jam t\u00ebrhequr si an\u00ebtar i k\u00ebtij komisioni p\u00ebr arsye personale, E kisha t\u00eb pamundur n\u00eb at\u00eb koh\u00eb t\u00eb ndiqja hapat e tjera t\u00eb k\u00ebsaj procedure. N\u00eb analiz\u00ebn e b\u00ebr\u00eb gjat\u00eb studimit t\u00eb fizibilitetit ka rezultuar se kon\u00e7esioni PPP ishte e vetmja m\u00ebnyr\u00eb p\u00ebr t\u00eb dh\u00ebn\u00eb nj\u00eb sh\u00ebrbim t\u00eb integruar q\u00eb p\u00ebrmban 5 element\u00eb, t\u00eb cil\u00ebt jan\u00eb: instrumentari, materialet nj\u00ebp\u00ebrdorimshe, sterilizimi i sall\u00ebs operatore, zhd\u00ebmtimi i mbetjeve t\u00eb rrezikshme biologjike dhe dixhitalizimi i t\u00eb gjitha sh\u00ebrbimeve n\u00eb koh\u00eb reale. P\u00ebr t\u00eb pasur k\u00ebto sh\u00ebrbime do duheshin b\u00ebr\u00eb procedura prokurimi t\u00eb ve\u00e7anta. Procedura, p\u00ebr t\u00eb cilat jemi d\u00ebshmitar\u00eb q\u00eb nuk kan\u00eb funksionuar\u201d, tha Genc Byrazeri, an\u00ebtar i Komisionit.<\/p>\n<p>Sipas Ministris\u00eb s\u00eb Sh\u00ebndet\u00ebsis\u00eb, menaxhimi ishte shum\u00eb i kushtuesh\u00ebm p\u00ebr shkak t\u00eb numrit t\u00eb lart\u00eb t\u00eb punonj\u00ebsve t\u00eb p\u00ebrfshir\u00eb dhe shum\u00ebsis\u00eb s\u00eb makinerive t\u00eb p\u00ebrdorura n\u00eb \u00e7do bllok operator.Vet\u00ebm dy muaj pas hapjes s\u00eb procesit t\u00eb tenderimit, m\u00eb 4 maj 2015, Ministria e Sh\u00ebndet\u00ebsis\u00eb zhvilloi procedur\u00ebn e prokurimit p\u00ebr koncesionin dhe m\u00eb dat\u00eb 26 Maj, autoriteti kontraktues publikoi renditjen e operator\u00ebve ekonomik\u00eb.Ku Komisioni i Vler\u00ebsimit t\u00eb Ofertave shpalli fitues konsorciumin e p\u00ebrb\u00ebr\u00eb nga Investital Llc, Servizi Italia S.p.a, U.Jet S.r.l dhe Tecnosanimed me 73.89 pik\u00eb. N\u00eb k\u00ebt\u00eb rast, kompania koncesionare Sani Service p\u00ebrb\u00ebhej nga bashkimi i kompanive Investital Llc, Servizi Italia S.p.a, U.Jet S.r.l dhe Tecnosanimed. Ku 40 p\u00ebrqind t\u00eb aksioneve i zot\u00ebronte Investital Llc-, kompani asokohe me kapital 1 mij\u00eb euro, e regjistruar nga Ilir Rrapaj n\u00eb Prishtin\u00eb. Nd\u00ebrsa, paketa e mbetur e aksioneve t\u00eb koncesionit ndahej n\u00eb 15 p\u00ebr qind p\u00ebr \u2018Servizi Italia\u2019, 15 p\u00ebr qind p\u00ebr \u2018Tecnosanimed\u2019 dhe 15 p\u00ebr qind p\u00ebr \u2018U.Jet S.r.l\u2019.<\/p>\n<p>Nd\u00ebrsa n\u00eb vendin e dyt\u00eb u rendit konsorciumi i p\u00ebrb\u00ebr\u00eb nga \u2018Action Laundry\u2019, \u2018S.S.I\u2019, \u2018Mario Gugliemo\u2019 dhe \u2018Brema Ambiente\u2019 me 42.83 pik\u00eb. Por cili ishte justifikimi apo pretendimi q\u00eb Ministria e Sh\u00ebndet\u00ebsis\u00eb gjeti n\u00eb vitin 2015 p\u00ebr t\u00eb dh\u00ebn\u00eb k\u00ebt\u00eb konceision? Sipas pretendimeve t\u00eb koh\u00ebs, Ministria e Sh\u00ebndet\u00ebsis\u00eb e justifikoi dh\u00ebnien me koncesion t\u00eb sterilizimit me argumentin e rritjes s\u00eb frikshme t\u00eb infeksioneve n\u00eb sallat kirurgjikale n\u00eb spitale. Kjo p\u00ebr shkak si t\u00eb vjet\u00ebrimit t\u00eb tyre, ashtu edhe t\u00eb munges\u00ebs s\u00eb sterilizimit t\u00eb duhur. Po sipas Ministris\u00eb s\u00eb Sh\u00ebndet\u00ebsis\u00eb, menaxhimi ishte shum\u00eb i kushtuesh\u00ebm edhe p\u00ebr shkak t\u00eb numrit t\u00eb lart\u00eb t\u00eb punonj\u00ebsve t\u00eb p\u00ebrfshir\u00eb. \u201cNevoja p\u00ebr lindjen e k\u00ebsaj procedure ka ardhur bazuar n\u00eb prioritetet q\u00eb kjo qeveri i ka v\u00ebn\u00eb vetes, t\u00eb cilat jan\u00eb pasqyruar edhe n\u00eb programin e qeverisjes 2013-2017.<\/p>\n<p>Nj\u00eb nga problematikat m\u00eb madhore q\u00eb kan\u00eb spitalet tona sot \u00ebsht\u00eb sh\u00ebrbimi i kirugjis\u00eb, si nd\u00ebrhyrja m\u00eb e fundit e sh\u00ebrbimit mjek\u00ebsor. S\u00eb pari ishte e nevojshme p\u00ebr t\u00eb nd\u00ebrhyr\u00eb n\u00eb nd\u00ebrrimin e gjith\u00eb baz\u00ebs instrumentare, e cila ka nj\u00eb mosh\u00eb mesatare 30-vje\u00e7are. Nevoj\u00eb tjet\u00ebr ishte dhe futja e koncepteve t\u00eb rip\u00ebrshtatjes s\u00eb instrumentave kirugjikale n\u00ebp\u00ebrmjet futjes s\u00eb standardeve t\u00eb Bashkimit Europian, duke ndryshuar proceset e mang\u00ebta t\u00eb sterilizimit q\u00eb kryhen aktualisht n\u00eb sallat tona. Problem tjet\u00ebr madhor \u00ebsht\u00eb edhe dezinfektimi i sallave operatore, i cili deri m\u00eb sot kryhet n\u00eb m\u00ebnyr\u00eb manuale dhe jo nga personel i trajnuar.<\/p>\n<p>N\u00eb baz\u00eb t\u00eb raporteve t\u00eb Institutit t\u00eb Sh\u00ebndetit Publik, \u00ebsht\u00eb konstatuar q\u00eb monstrat e marrra p\u00ebr tu analizuar, direkt pas dezinfektimit t\u00eb sallave, kan\u00eb rezultuar me ngarkes\u00eb mikrobike. Kjo gj\u00eb ka sj\u00ebll\u00eb rritjen e infeksioneve spitalore, i cili n\u00eb baz\u00eb t\u00eb studimeve rezulton q\u00eb 1 n\u00eb 3 pacient\u00eb merr infeksion spitalor. Nd\u00ebrkoh\u00eb q\u00eb mesatarja europiane \u00ebsht\u00eb 1 n\u00eb 16. P\u00ebr k\u00ebt\u00eb arsye vihet n\u00eb rrezik siguria e pacientit dhe rriten kostot spitalore. K\u00ebto kan\u00eb qen\u00eb nd\u00ebr shkaqet kryesore q\u00eb b\u00ebn\u00eb t\u00eb lind\u00eb nevoja p\u00ebr dh\u00ebnien me kon\u00e7eision t\u00eb k\u00ebtij sh\u00ebrbimi. Dua t\u00eb shtoj s\u00eb p\u00ebrpara s\u00eb t\u00eb zhvillohej procedura, mb\u00ebshtetur edhe n\u00eb ligjin p\u00ebr kon\u00e7esionet, \u00ebsht\u00eb b\u00ebr\u00eb analiz\u00eb e detajuar e gjendjes s\u00eb sallave kirugjikale n\u00eb t\u00eb gjith\u00eb Shqip\u00ebrin\u00eb.\u201d, pohoi Klodian Rjepaj, Kryetar i Komisionit t\u00eb Sterilizimit, ish-zv.minist\u00ebr i Sh\u00ebndet\u00ebsis\u00eb.<\/p>\n<p>Sipas studimit t\u00eb fizibilitetit q\u00eb i parapriu koncesionit, numri i nd\u00ebrhyrjeve kirurgjikale n\u00eb k\u00ebto spitale deri n\u00eb vitin 2013 llogaritej n\u00eb 50 mij\u00eb. Por n\u00eb vitin e tret\u00eb t\u00eb operimit t\u00eb koncesionit, n\u00eb vitin 2018, numri i nd\u00ebrhyrjeve kap\u00ebrceu n\u00eb 90 mij\u00eb, duke i rritur kostot shum\u00eb p\u00ebrtej parashikimeve. Por si\u00e7 e theksuam m\u00eb lart, do t\u00eb duheshin 5 vite denoncimesh t\u00eb vazhdueshme publike, q\u00eb drejt\u00ebsia t\u00eb merrte n\u00eb duar koncesionin e sterilizimit. Nj\u00eb nga k\u00ebta kontestues t\u00eb k\u00ebtij koncesioni ishte edhe Nisma \u2018Thurje\u2019. E cila nuk u mjaftua vet\u00ebm me denoncimin e tenderit q\u00eb binte era korrupsion, por edhe e \u00e7oi \u00e7\u00ebshtjen m\u00eb tej, duke dor\u00ebzuar n\u00eb SPAK, dokumentacionin ligjor me shkeljet p\u00ebrkat\u00ebse. Nd\u00ebrkoh\u00eb q\u00eb nj\u00eb mjek i njohur do t\u00eb kthehej n\u00eb denoncuesine vazhduesh\u00ebmt\u00eb k\u00ebtij konceisioni. Ai do t\u00eb ishte mjeku Artan Koni. I cili denoncoi nj\u00eb shkres\u00eb zyrtare q\u00eb Ministria e Sh\u00ebndet\u00ebsis\u00eb u kishte d\u00ebrguar spitaleve kryesore n\u00eb vend, ku u k\u00ebrkonte k\u00ebtyre t\u00eb fundit q\u00eb gjat\u00eb vitit 2019 t\u00eb b\u00ebnin m\u00eb pak operacione se gjat\u00eb vitit t\u00eb shkuar.<\/p>\n<p>Kjo pasi, koncesionari i sterilizimit \u2018Sani Service\u2019 po merrte m\u00eb shum\u00eb para sesa ishin parashikuar n\u00eb buxhetin vjetor. Ku sipas statistikave gjat\u00eb vitit 2018, ishin kryer rreth 90 mij\u00eb nd\u00ebrhyrje kirurgjikale. P\u00ebr t\u00eb cilat shteti i kishte kaluar konceisionarit 17 milion euro, ose 3.6 milion euro m\u00eb shum\u00eb se parashikimi.<\/p>\n<p>Dhe p\u00ebr k\u00ebt\u00eb arsye, n\u00eb m\u00ebnyr\u00eb absurde, ministria e Sh\u00ebndet\u00ebsis\u00eb n\u00eb vend q\u00eb t\u00eb negocionte \u00e7mimet e sterilizimit me koncesionarin, u k\u00ebrkonte kirurg\u00ebve n\u00eb spitale t\u00eb b\u00ebnin m\u00eb pak operacione. A thua se s\u00ebmundjet ishin \u00e7\u00ebshtje d\u00ebshirash q\u00eb mund t\u00eb prisnin, p\u00ebr pacient\u00ebt apo p\u00ebr vet\u00eb kirurg\u00ebt. \u201cKall\u00ebzimi u nd\u00ebrtua mbi dyshimet q\u00eb ne kishim se po p\u00ebrdoreshin fondet publike me q\u00ebllim abuzimin e tyre n\u00eb nj\u00eb pro\u00e7es kon\u00e7esionimi t\u00eb nj\u00eb sh\u00ebrbimi i cili realisht ofrohej deri n\u00eb at\u00eb koh\u00eb.<\/p>\n<p>Praktikisht \u00e7far\u00eb ndodhi ishte q\u00eb n\u00eb momentin q\u00eb shteti shqiptar, ministria e Sh\u00ebndet\u00ebsis\u00eb ka lidhur nj\u00eb kontrat\u00eb kon\u00e7esionare p\u00ebr kon\u00e7esionimin e sh\u00ebrbimit t\u00eb sterilizimit, fondet e disponueshme t\u00eb cilat do t\u00eb alokoheshin p\u00ebr k\u00ebt\u00eb sh\u00ebrbim shkojn\u00eb n\u00eb shifra marramend\u00ebse. P\u00ebrpara se t\u00eb jepej me kon\u00e7esion fondet q\u00eb alokoheshin ose m\u00eb sakt\u00eb kostot e pro\u00e7esit t\u00eb sterilizimit shkonin diku tek rreth 200 mij\u00eb euro p\u00ebr t\u00eb gjith\u00eb Shqip\u00ebrin\u00eb. N\u00eb momentin q\u00eb u dha me kon\u00e7esion k\u00ebto fonde u 80 fishuan. Ne paguanim nj\u00eb kon\u00e7esionar tashm\u00eb nga 200 mij\u00eb euro p\u00ebr t\u00eb gjith\u00eb vendin, paguanim 17 milion\u00eb euro.\u201d, pohoi Panajot Soko.<\/p>\n<p>Por cili ishte pretendimi q\u00eb ngriti qeveria Rama n\u00eb dh\u00ebnien me konceision t\u00eb sterilizimit n\u00eb spitale? Dhe a u p\u00ebrdor nevoja p\u00ebr nj\u00eb sh\u00ebrbim m\u00eb cil\u00ebsor p\u00ebr t\u00eb krijuar nj\u00eb skem\u00eb gllab\u00ebrimi parash publike? Por ajo q\u00eb \u00ebsht\u00eb e habitshme \u00ebsht\u00eb se si ka mund\u00ebsi q\u00eb nj\u00eb proces si sterilizimi q\u00eb deri n\u00eb vitin 2013 i kushtonte buxhetit t\u00eb shtetit 200 mij\u00eb euro, tani me dh\u00ebnien me konceision kostot ishin shum\u00ebfishuar. Ku n\u00ebse nuk do t\u00eb ishin parat\u00eb q\u00eb koncesionari po gllab\u00ebronte, do t\u00eb ishte e v\u00ebshtir\u00eb p\u00ebr t\u00eb kuptuar p\u00ebrmas\u00ebn e d\u00ebmit q\u00eb ky koncesion po shkaktonte n\u00eb buxhetin e shtetit. Q\u00eb nj\u00ebkoh\u00ebsisht nxorri zbuluar edhe m\u00ebnyr\u00ebn se si komisioni p\u00ebr tenderimin kishte proceduar.<\/p>\n<p>\u201cNuk ka patur nj\u00eb justifikim t\u00eb mir\u00ebfillt\u00eb deri n\u00eb viitn 2018 n\u00eb mos gaboj kur Ministria e Sh\u00ebndet\u00ebsis\u00eb n\u00eb presionin e madh q\u00eb u krijua nga momenti q\u00eb ne shkuam dhe denoncuam n\u00eb SPAK k\u00ebt\u00eb si afer\u00eb u detyrua q\u00eb t\u00eb merrte nj\u00eb q\u00ebndrim n\u00eb lidhje me arsyet q\u00eb u detyrua t\u00eb merrte k\u00ebt\u00eb vendim. Q\u00ebndrimi ishte aq ekuivok dhe i fshehur mes k\u00ebtyre pro\u00e7edurave q\u00eb ti edhe i kupton edhe si kupton, apo edhe i v\u00ebrteton edhe nuk i v\u00ebrteton q\u00eb kishte t\u00eb b\u00ebnte me rastet e infeksioneve n\u00eb pro\u00e7esin e operacioneve q\u00eb kryheshin n\u00eb spitalet shqiptare. Mund t\u00eb ket\u00eb patur por nuk ishte kjo aryseja primare apo shqet\u00ebsimi q\u00eb kan\u00eb patur spitalet shqiptare kur ne mor\u00ebm vendimin p\u00ebr t\u00eb alokuar nj\u00eb shif\u00ebr marramend\u00ebse prej 17 milion\u00eb eurosh n\u00eb vit.\u201d, theksoi Soko.<\/p>\n<p>Por p\u00ebrpara se dosja t\u00eb kalonte n\u00eb SPAK, tenderi p\u00ebr sterilizimin ishte hetuar fillimisht nga Prokuroria e Tiran\u00ebs. E cila u mjafua vet\u00ebm me marrjen ne pyetje t\u00eb an\u00ebtar\u00ebve t\u00eb komisionit q\u00eb ishte ngritur p\u00ebr dh\u00ebnien me konceison t\u00eb sterilizimit. T\u00eb cil\u00ebt ashtu si\u00e7 pritej mor\u00ebn n\u00eb mbrojtje m\u00ebnyr\u00ebn se ishte proceduar me k\u00ebt\u00eb koncesion. \u201cP\u00ebr pamund\u00ebsi ekonomike. Vet\u00ebm nj\u00ebri kompetent, ai i investimit n\u00eb pajisje e instrumente, kap vler\u00ebn e buxhetit t\u00eb investimit total t\u00eb Ministris\u00eb, p\u00ebr 2 vite e gjys\u00ebm n\u00eb z\u00ebrin investime. Pra sh\u00ebrbimi integruar nuk do mund t\u00eb jepej me pro\u00e7edur\u00eb tjet\u00ebr.<\/p>\n<p>K\u00ebtu kemi parasysh edhe rikthimin, q\u00eb do t\u00eb thot\u00eb koha kur fillon kon\u00e7esionari t\u00eb marr\u00eb benefitet mbrapsht. Studimi i fizibilitetit ka parashikuar q\u00eb rikthimi t\u00eb ndodh\u00eb n\u00eb vitin e gjasht\u00eb os\u00eb t\u00eb shtat\u00eb n\u00eb mos gaboj. N\u00eb asnj\u00eb procedur\u00eb tjet\u00ebr nuk \u00ebsht\u00eb e mundur nj\u00eb gj\u00eb e till\u00eb, p\u00ebr k\u00ebt\u00eb arsye do mbeteshim pa ofertues. N\u00ebse k\u00ebto sh\u00ebrbime do prokuroheshin t\u00eb ndara asnj\u00ebher\u00eb nuk do arrihej standardi i arritur nga kon\u00e7esioni PPP. P\u00ebr t\u00eb mos th\u00ebn\u00eb q\u00eb t\u00eb ndara, procedurat p\u00ebr prokurimin e k\u00ebtyre sh\u00ebrbimeve mund t\u00eb d\u00ebshtonin.\u201d, tha Naile Abazi, an\u00ebtare e Komisionit.<\/p>\n<p>T\u00eb nj\u00ebjtin q\u00ebndrim p\u00ebrpara prokuror\u00ebve mbajt\u00ebn edhe an\u00ebtar\u00ebt e tjer\u00eb t\u00eb komisionit t\u00eb dh\u00ebnies s\u00eb koncesionit. Midis tyre edhe Arben Gjata- Pedagog i kirugjis\u00eb dhe zv. Rektor n\u00eb Universitetin e Mjek\u00ebsis\u00eb Tiran\u00eb \u201cNga ajo \u00e7far\u00eb kemi diskutuar n\u00eb komision ka rezultuar se edhe nga ana ekonomike kjo ishte procedura m\u00eb e favorshme.\u201d, tha Arben Gjata, pedagog i kirugjis\u00eb , Zv. Rektor n\u00eb Universitetin e Mjek\u00ebsis\u00eb Tiran\u00eb.<\/p>\n<p>Sikurse dhe koleg\u00ebt edhe Gjata shprehej se infeksionet spitalore, ishin aryesja kryesore, se p\u00ebrse koncesioni ishte m\u00ebnyra e vetme p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar situat\u00ebn n\u00eb spitalet n\u00eb vend dhe p\u00ebr t\u00eb patur nj\u00eb sh\u00ebrbim me cil\u00ebsor. Por asnj\u00eb prej an\u00ebtar\u00ebve nuk shpjegoi dot, sesi kostot u rrit\u00ebn dhe se p\u00ebrse ata nuk kishin mundur t\u00eb parashikonin k\u00ebt\u00eb gj\u00eb. \u201cNga eksperienca q\u00eb kam n\u00eb k\u00ebt\u00eb fush\u00eb m\u00ebnyra e procedimit me prokurim t\u00eb zakonsh\u00ebm mund t\u00eb \u00e7onte n\u00eb d\u00ebshtim. Do duhej q\u00eb t\u00eb gjitha sh\u00ebrbimet e parashikuara t\u00eb prokuroheshin me procedura t\u00eb ve\u00e7anta. P\u00ebrsa i p\u00ebrket prokurimit t\u00eb instrumentarit, mesa jam n\u00eb dijeni, procedura e fundit e prokurimit t\u00eb tyre \u00ebsht\u00eb b\u00ebr\u00eb n\u00eb vitin 2004. Kompanit\u00eb serioz\u00eb q\u00eb ofrojn\u00eb cil\u00ebsin\u00eb m\u00eb t\u00eb lart\u00eb nuk jan\u00eb t\u00eb interesuara p\u00ebr tregun shqiptar.<\/p>\n<p>Nd\u00ebrsa kon\u00e7esioni n\u00eb fjal\u00eb t\u00ebrhoqi nj\u00eb kompani serioze, si\u00e7 ishte ajo q\u00eb fitoi procedur\u00ebn.\u201d, theksoi Gjata. Sipas ekspertit t\u00eb ekonomis\u00eb, Pano Soko, skema e korrupsionit n\u00eb tenderin e sterilizimit \u00ebsht\u00eb pak e shum\u00eb e nj\u00ebjt\u00eb me at\u00eb q\u00eb \u00ebsht\u00eb p\u00ebrdorur edhe n\u00eb tender\u00eb t\u00eb tjer\u00eb t\u00eb ngjash\u00ebm. Madje. sipas tij, qeveria nuk \u00ebsht\u00eb rrekur shum\u00eb t\u00eb nd\u00ebrroj\u00eb modulin. Nd\u00ebrkoh\u00eb q\u00eb parat\u00eb mendohet se kan\u00eb fluturuar n\u00ebp\u00ebrmjet nj\u00eb skeme t\u00eb qart\u00eb t\u00eb pastrimit, n\u00eb xhepa t\u00eb tjer\u00eb ku nuk p\u00ebrjashtohen edhe ministra apo zv\/ministra. Nd\u00ebrsa Ilir Rrapaj dhe kompania e tij n\u00eb ortak\u00ebri me biznesmen\u00eb t\u00eb tjer\u00eb italian\u00eb, nuk ka sh\u00ebrbyer ve\u00e7 se si nj\u00eb mash\u00eb p\u00ebr t\u00eb t\u00ebrhequr parat\u00eb publike nga thesari i shtetit. \u201cSkemat korruptive n\u00eb t\u00eb gjith\u00eb k\u00ebto pro\u00e7eset kon\u00e7esionare jan\u00eb pak a shum\u00eb t\u00eb nj\u00ebjta, si ajo q\u00eb kemi hasur n\u00eb form\u00ebn, procesin e<br \/>\nkon\u00e7esionimt t\u00eb incenerator\u00ebve ku parat\u00eb q\u00eb dislobohen m\u00eb pas humbasin n\u00ebp\u00ebr kompani t\u00eb cilat shp\u00ebrndajn\u00eb parat\u00eb tek xhepi i atyre q\u00eb duhet t\u00eb p\u00ebrfitojn\u00eb nga kjo ku p\u00ebrfshihen qoft\u00eb aktor\u00eb privat\u00eb, apo aktor\u00eb publik\u00eb, minist\u00ebr, zv. Nga 9.6 miliard\u00eb lek\u00eb t\u00eb parashikuara n\u00eb vitin 2015, sterilizimi pritet tashm\u00eb t\u2019u kushtoj\u00eb taksapaguesve shqiptar\u00eb rreth 12.3 miliard\u00eb lek\u00eb n\u00eb total. Shifrat e tejkalojn\u00eb buxhetit e parashikuar p\u00ebr k\u00ebt\u00eb koncesion, p\u00ebr t\u00eb cilin ministri i Financave t\u00eb koh\u00ebs, Shk\u00eblqim Cani, shprehej parimisht dakord, por k\u00ebrkonte nga autoriteti kontraktues Ministria e Sh\u00ebndet\u00ebsis\u00eb, q\u00eb \u2018n\u00eb \u00e7do rast t\u00eb mbahet n\u00eb konsiderat\u00eb q\u00eb financimi i projektit gjat\u00eb gjith\u00eb periudh\u00ebs s\u00eb koh\u00ebzgjatjes s\u00eb kontrat\u00ebs t\u00eb respektoj\u00eb n\u00eb m\u00ebnyr\u00eb rigoroze limitin buxhetor t\u00eb parashikuar p\u00ebr k\u00ebto sh\u00ebrbime q\u00eb propozohen t\u00eb jepen me koncesion\u201d.<\/p>\n<p>Nd\u00ebrsa lidhur me rriskun e inflacionit, ministri i koh\u00ebs, Cani k\u00ebrkonte q\u00eb \u201ct\u00eb vler\u00ebsohet opsioni i p\u00ebrballimit t\u00ebr\u00ebsisht nga Koncesionari, ose minimalisht ky rrisk t\u00eb ndahet mes autoritetit kontraktor dhe Koncesionarit\u201d. \u201cP\u00ebr shkak t\u00eb k\u00ebtij kon\u00e7esioni, p\u00ebr shkak t\u00eb k\u00ebsaj kontrate ne pat\u00ebm n\u00eb vitin 2019 pat\u00ebm nj\u00eb rishikim t\u00eb numrit t\u00eb operacioneve. \u00c7far\u00eb ndodhi\u2026spitalet nuk ishin n\u00eb gjendje bazuar n\u00eb buxhetin e tyre t\u00eb p\u00ebrballonin kostot e m\u00ebdha t\u00eb sterilizimit. \u00c7far\u00eb iu tha..n\u00eb vend q\u00eb t\u00eb rinegocioheshin, ridiskutoheshin kushtet e kontrat\u00ebs,, u tha spiataleve ul numrin e operacioneve. Kjo \u00ebsht\u00eb e tmerrshme, kjo \u00ebsht\u00eb kriminale.<\/p>\n<p>Operacionet nuk i kondicionon dot, sa do jen\u00eb, kush ka nevoj\u00eb, nuk mund t\u2019i kondicionosh dot, por ne jemi i vetmi vend q\u00eb i kemi kondicionuar. P\u00ebrse\u2026 p\u00ebr shkak t\u00eb nj\u00eb kontrate kon\u00e7esionare. Dhe natyrisht q\u00eb t\u00eb detyruar nga ky presion human dhe social mjek\u00ebt sot e kryejn\u00eb procesin e sterilizimit me metod\u00ebn e vjet\u00ebr, por n\u00eb fsheht\u00ebsi.
